Objectives

The primary objective of this tender is to establish a contract for the repair and maintenance of coastal stormwater and catchment infrastructure across various regions in eThekwini Municipality. The contract aims to facilitate urgent, emergency, and scheduled repairs to stormwater pipes, culverts, gabion protections, canals, weirs, and related infrastructure over a period of 36 months. It seeks to ensure rapid response to adverse weather events, flooding, erosion, and other infrastructure failures, thereby enhancing flood management, environmental protection, and public safety.

Scope

The scope includes:

• Upgrading and repairing stormwater infrastructure such as pipes, culverts, gabions, canals, and weirs.
• Emergency and unscheduled works related to stormwater and river infrastructure across multiple regions.
• Provision of services for urgent repairs arising from adverse weather, flooding, erosion, and infrastructure failure.
• Design, installation, maintenance, and removal of temporary works such as cofferdams, diversions, and support systems.
• Proving existing services, relocating underground utilities, and ensuring minimal disruption to traffic and the environment.
• Monitoring, reporting, and managing subcontracting, health and safety, and environmental compliance.

Technical Requirements

The technical requirements encompass:

• Adherence to eThekwini Municipality’s Standard Engineering Specifications and Particular Specifications.
• Provision of detailed programmes, method statements, and traffic accommodation plans.
• Use of approved materials such as HDPE pipes, geofabric, bricks, sealants, and gabions, conforming to relevant standards.
• Implementation of geotechnical investigations, site surveys, and as-built documentation by registered professionals.
• Compliance with Occupational Health and Safety regulations, environmental management plans, and site security measures.
• Use of approved construction methods for earthworks, trenching, pipe installation, and reinstatement works.
• Provision of quality control, testing, and inspection procedures, including control and acceptance testing.
• Effective management of diversions, dewatering, and temporary works to ensure safety and minimal environmental impact.

Skills and Skills Requirements

The tender requires contractors to demonstrate:

• Experience in civil engineering works related to stormwater infrastructure, including pipes, culverts, gabions, and earthworks, of similar scope and complexity within the past 10 years.
• Proven capability in emergency response, urgent repairs, and working in environmentally sensitive and congested urban areas.
• Qualified personnel, including site agents, safety officers, geotechnical engineers, and surveyors, with relevant certifications and experience.
• Registration with the CIDB at a grade of 6 or higher, with appropriate contractor grading and good standing.
• Capability to undertake geotechnical investigations, design temporary support systems, and produce detailed as-built drawings.
• Compliance with health and safety standards, environmental policies, and community liaison requirements.
• Ability to manage subcontractors, supply chain, and quality assurance processes effectively.
• Knowledge of local regulations, environmental management, and traffic accommodation standards.
