Objectives

The primary objective of this tender is to appoint a competent contractor to provide area-based infrastructure repairs and maintenance for coastal stormwater and catchment management within the Western Region of eThekwini Municipality over a 36-month period. The contract aims to address urgent and emergency civil engineering works arising from adverse weather conditions, flooding, erosion, slope failures, sinkholes, and other related issues, ensuring timely and effective response to mitigate risks and damages.

Scope

The scope encompasses a range of civil engineering construction works across various regions within eThekwini Municipality, including the North, North Central, INK, South, South Central, West, and Central (CBD) areas. The contract is on an as-and-when basis, with one successful tenderer per region appointed to handle urgent/emergency works as they arise. The works include, but are not limited to:

• Urgent stormwater infrastructure repairs
• Beach infrastructure repairs due to tidal and high swell conditions
• Flood-related works such as river embankment stabilization and culvert repairs
• Slope erosion control and slope failure repairs
• Sinkhole mitigation and stormwater pipe repairs
• Ancillary and related civil works as required

Technical Requirements

The technical requirements include:

• Compliance with Occupational Health & Safety Act and Construction Regulations 2014
• Preparation and implementation of a comprehensive Health and Safety Plan, including hazard identification, risk assessments, and safe work procedures
• Provision of competent personnel such as Construction Manager, Safety Officer (registered with SACPCMP), and Construction Supervisors
• Obtaining and displaying construction work permits from the Department of Labour
• Notification of construction work involving excavation, working at heights, demolition, or use of explosives at least 7 days in advance
• Management of construction activities, including excavation, electrical installations, fire safety, and traffic management
• Provision of adequate employee facilities, PPE, signage, and site security
• Emergency preparedness, incident management, and regular health and safety audits
• Environmental management and public health safety measures

Skills Requirements

The tender requires contractors to demonstrate:

• Proven experience in civil engineering, particularly in stormwater and infrastructure repairs
• Competency and registration of key personnel such as Construction Manager, Safety Officer, and Electrical Supervisor
• Ability to develop and implement detailed Health and Safety Plans and risk assessments
• Capability to manage emergency and urgent works efficiently and safely
• Knowledge of legislative compliance, environmental management, and traffic control
• Effective communication skills for site supervision, reporting, and stakeholder engagement
• Capacity to maintain high standards of site safety, housekeeping, and public safety
