Objectives

The primary objective is to deliver the refurbishment and upgrade of student nurses accommodation at Kwaceza Hospital in Ulundi Rural. The project also aims to advance socio-economic transformation by prioritising black-owned enterprises and supporting businesses located within the North Coast region of KwaZulu-Natal.

Scope

The scope covers all construction, renovation, and finishing works necessary to complete the student nurses accommodation facility. The contract duration is fixed at 22 months and includes all civil, structural, mechanical, and electrical works required to meet the employer’s specifications. All deliverables must strictly adhere to the official tender documentation and site conditions.

Technical Requirements

• CIDB Contractor Grading: Tenderers must possess a minimum Contractors Evaluation Board grading of 8GB or higher, confirming the financial and operational capacity to execute large-scale construction projects.
• Central Supplier Database (CSD): Bidders must be actively registered on the national CSD platform to be eligible for evaluation.
• Submission Compliance: Tenders must be prepared exclusively using the official documentation issued by the employer. Late submissions and electronically filed bids will be disqualified. Sealing, addressing, and physical delivery must follow the exact procedures outlined in the tender data.
• Tender Deposit: A non-refundable administrative fee of R610.00 is required upon collection of the tender documents, with valid proof of payment mandatory for release.
• Ownership Verification: Bidders must submit an original EME or QSE sworn affidavit signed by a Commissioner of Oaths, accompanied by certified identity documents for all owners, shareholders, and directors to validate the 90/10 preference claim.

Skills Requirements

Bidders must incorporate Contract Skills Development Goals (CSDG) into their project execution plan. This requires dedicating specific resources, time, and budget toward structured training, mentorship, and on-the-job learning programmes throughout the 22-month contract period. The skills development strategy must align with Government Gazette No. 48491, Volume 694, and comply with the BUILD Programme framework to ensure measurable competency transfer to local and emerging construction workers.

• CIDB 8GB Grading: A South African construction industry classification indicating a contractor’s proven ability to independently manage highly complex, high-value infrastructure projects with significant technical and financial demands.
• 90/10 Preference System: A public procurement evaluation model where 90% of scoring points are awarded based on competitive pricing, while 10% are reserved for historical redress preferences, specifically favouring enterprises owned by black South Africans and those operating within designated regional districts.
• EME/QSE: Stands for Exempted Micro Enterprise or Qualifying Small Enterprise. These are BBBEE status categories that allow smaller, historically disadvantaged businesses to access preferential procurement opportunities in government tenders.
• CSDG & BUILD Programme: Statutory procurement requirements mandating contractors to implement formal skills development interventions during project delivery. The programme ensures systematic knowledge transfer, apprenticeship placement, and local workforce upskilling in alignment with national infrastructure development strategies.
