Objectives

The primary objective of the tender is to construct the Bazini Sportsfield in Ward 8 of Dr Nkosazana Dlamini Zuma Municipality, ensuring high standards of quality, timely completion, and maximum use of local labor in accordance with the Expanded Public Works Programme (EPWP). The project aims to deliver a sportsfield facility that includes a combination court, public ablutions, fencing, parking, and associated infrastructure, with a focus on safety, environmental responsibility, and community involvement.

Scope

The scope of work encompasses:

• Site clearance, grubbing, and topsoil removal
• Earthworks including cut and fill operations
• Construction of retaining walls, combination courts, and public toilets
• Installation of fencing, gates, and drainage systems
• Construction of parking areas and access roads
• Grass planting and landscaping
• Protection and relocation of existing services
• Environmental management and community liaison activities
• Labor-intensive construction methods where feasible

Technical Requirements

The technical requirements include adherence to:

• Design specifications for sportsfield, fencing, drainage, and amenities
• Environmental management as per the Environmental Management Programme (EMP)
• Occupational health and safety regulations, including preparation of safety plans and risk assessments
• Construction standards as per COLTO and SANS specifications
• Proper setting out, survey, and record-keeping of all construction activities
• Use of labour-intensive methods where possible, with community training and employment
• Protection of existing services and infrastructure
• Environmental protection measures to prevent erosion, pollution, and disturbance to flora and fauna
• Traffic management and safety measures during construction

Skills and Skills Requirements

The tenderer must demonstrate the capacity to meet the following skills and experience criteria:

• Proven experience in constructing sportsfields, earthworks, and related infrastructure, with references and appointment letters for projects exceeding R3 million
• Qualified personnel including a Contracts Manager, Site Agent, Foreman, and key specialists with relevant CVs and certifications
• Experience in labour-intensive construction methods and community training programs
• Knowledge of environmental management, health and safety regulations, and construction standards
• Ability to manage subcontractors, suppliers, and community liaison effectively
• Demonstrated capacity to handle project planning, programming, and quality control
• Financial capacity to undertake projects of similar scope, with proof of registration with CIDB (minimum grade 5CE or higher)
