Objectives

The primary objective of this tender is to construct civil engineering internal services for the Cornubia Housing Development, Sub-phase 2b-2, which includes the development of 275 serviced sites. The work involves roadworks, stormwater, water, sewer infrastructure, house platforms, and raft slabs, over a period of 72 weeks (18 months). The project aims to deliver comprehensive infrastructure to support low-cost housing within the specified phase, ensuring compliance with relevant standards and environmental considerations.

Scope

The scope of work encompasses the construction of civil engineering infrastructure including:

• Roadworks to municipal standards
• Water reticulation systems
• Sewer reticulation systems
• Stormwater reticulation and attenuation structures
• Construction of top structure platforms
• Raft foundations and associated services
• Proving and locating existing services and connection points
• Installation of services such as water, sewer, stormwater, electrical, and communication ducts
• Construction of attenuation ponds and related infrastructure
• Roads, sidewalks, signage, and line marking
• Construction of manholes, chambers, and associated structures
• Provision for traffic accommodation, safety, and environmental management

The project also involves accommodating other contractors, managing site conditions, and ensuring environmental and safety standards are met throughout execution.

Technical Requirements

The technical requirements include adherence to:

• Standard specifications such as SANS 1200 series and other relevant standards
• Design and construction of stormwater, sewer, water, and road infrastructure as per project drawings and specifications
• Use of approved materials, including specific standards for aggregates, pipes, fittings, and coatings
• Implementation of quality control measures, including testing of materials and completed works
• Compliance with environmental management plans and environmental regulations
• Provision of safety measures, including health and safety plans, site security, and traffic management
• Proper setting out, surveying, and "As-Built" documentation
• Coordination with existing services and other contractors on site
• Use of approved construction methodologies and equipment

Skills and Skills Requirements

The tenderer must demonstrate the following skills and experience:

• Proven experience in civil infrastructure projects of similar scope and complexity, with at least 3 contracts of similar nature within the past 10 years
• Experience in roadworks, stormwater, sewer, water reticulation, and foundation construction
• Competence in the use of standard construction materials, techniques, and standards specified in the tender documents
• Qualified personnel including a Site Agent with a minimum of 8 years' relevant experience, and a Foreman with at least 7 years' experience
• Key personnel with expertise in geotechnical, surveying, environmental management, health and safety, and project management
• Ability to provide detailed construction methodology, quality control procedures, and environmental management plans
• Capability to coordinate with multiple contractors and manage site logistics effectively
• Demonstrated knowledge of relevant standards, regulations, and environmental policies applicable to the project
• Financial stability and compliance with CIDB registration requirements (minimum CIDB Grade 8 CE)

The tenderer must also provide evidence of experience, qualifications, and capacity of key personnel, and demonstrate the ability to deliver the project within the specified timeframe and standards.
