Objectives

The primary objective of this tender is to construct civil engineering internal services for the Cornubia Housing Development, Sub-phase 2b-3, which includes roadworks, stormwater, water, sewer, house platforms, and raft foundations for 214 serviced sites over a period of approximately 15 months.

Scope

The scope encompasses the construction of infrastructure such as:

• Roadworks to municipal standards
• Water reticulation
• Sewer reticulation
• Stormwater reticulation including attenuation structures
• Construction of top structure platforms
• Concrete raft foundations
• Proving and locating existing services and connection points
• Installation of services (water, sewer, stormwater)
• Construction of attenuation structures, cable and service ducts
• Roads, sidewalks, signage, and related infrastructure

The work involves coordination with other contractors, provision for existing service proving, and environmental considerations as per the Environmental Management Programme.

Technical Requirements

The technical scope includes adherence to:

• Standard specifications such as SANS 1200 series and other relevant standards
• Design and construction of stormwater, sewer, water, and road infrastructure
• Compliance with environmental, health, and safety regulations
• Implementation of environmental management and pollution control measures
• Provision of detailed programmes, methodology, and quality control plans
• Use of approved materials, plant, and equipment as specified
• Testing, inspection, and certification of materials and completed works
• Coordination with existing services and other contractors on site

Skills and Requirements

The tenderer must demonstrate:

• CIDB contractor grading designation of 7 CE or higher
• Experience in similar civil infrastructure projects, with at least 3 contracts of similar scope within the past 10 years
• Provision of qualified key personnel, including project managers, site agents, and key specialists with relevant experience
• Experience of key personnel in similar projects, with CVs and relevant qualifications
• Capability to undertake environmental management, health and safety compliance, and quality assurance
• Financial stability, including submission of audited financial statements if project value exceeds R10 million
• Registration on the National Treasury’s CSD and CIDB registers, with valid and active status
• Compliance with B-BBEE requirements and local enterprise development standards
• Ability to coordinate with multiple stakeholders and other contractors on site
• Provision of necessary plant, equipment, and resources to meet project requirements
