Objectives

The primary objective of this tender is to establish a contractor responsible for controlling vegetation at level crossings across various areas over a period of 24 months. The aim is to ensure that all treated areas are free from vegetation (living or dead) that could obstruct, hinder, or interfere with operational activities, or pose a risk to equipment and safety. The control involves both mechanical and chemical methods to maintain vegetation height below 300mm, ensuring clear sightlines and safe crossing conditions.

Scope

The scope of work includes:

• Vegetation control at mainly level crossings on Transnet property, including management of living vegetation and dead remains.
• Mechanical and chemical vegetation control techniques.
• Monitoring and ensuring long-term vegetation management aligned with legislation and safety standards.
• Work to be performed within specified geographical areas as indicated in the Bill of Quantities and schematic diagrams provided by TRIM.
• Reinstatement of damaged services and property caused during work execution.
• Regular inspections, reporting, and remedial actions to achieve and maintain control standards.

Technical Requirements

The technical specifications include:

• Control of vegetation to maintain height below 300mm, with no dead or dry remains constituting hazards.
• Use of approved herbicides and application methods in accordance with manufacturer’s instructions and safety data sheets.
• Immediate treatment of growth where rapid control is needed.
• Manual removal of vegetation is restricted; herbicide application is the primary method.
• Control of invasive and declared weed species as per legislation.
• Environmental compliance, including safe procurement, storage, handling, and disposal of herbicides.
• Regular site investigations and monitoring to ensure effectiveness of control measures.
• Adherence to safety procedures, including PPE, signage, and personnel safety protocols, especially near rail traffic.
• Inspection and evaluation at specified intervals (initial, 20 weeks, 36 weeks) with criteria for rejection of worklots not meeting standards.

Skills Requirements

The tender requires the supplier to demonstrate:

• Experience in herbicide application within Southern Africa, compliant with the Fertilizers, Farm Feeds, Agricultural Remedies and Stock Remedies Act, Act 36 of 1947.
• Competent and registered Pest Control Operators, with certification in accordance with relevant legislation.
• Provision of trained personnel capable of executing vegetation control safely and effectively, including trained lookouts for rail safety.
• Ability to prepare and implement environmental management plans, including measures to minimize environmental impact.
• Skills in site investigation, planning, and programming of vegetation control activities aligned with seasonal conditions.
• Capability to monitor, evaluate, and report on work progress and control standards through site meetings, diaries, and inspections.
• Knowledge of health and safety legislation, risk assessments, and safety procedures, including PPE use and emergency protocols.
• Ability to carry out remedial work promptly and effectively, including removal of dry or dead vegetation exceeding specified dimensions.
