Tender Summary: CQ 4332/10 – Construct Stormwater at Emarasteni

Objectives

The primary objective is to successfully design and construct stormwater drainage infrastructure at Emarasteni, ensuring effective surface water management and compliance with municipal engineering standards under the Kwadukuza Local Municipality.

Scope of Work

The scope covers the complete execution of stormwater construction works at the designated site. This includes earthworks, trenching, installation of drainage pipes, culverts, manholes, catch pits, and associated civil structures required to channel and discharge runoff safely. The contractor will be responsible for delivering the project in accordance with municipal specifications, quality benchmarks, and environmental guidelines.

Technical Requirements

• CIDB Contractor Grading: Bidders must possess a minimum Construction Industry Development Board (CIDB) grading of 1CE or higher.
• Submission Compliance: Tenders must strictly adhere to the employer's prescribed protocols for sealing, addressing, physical delivery, and formatting. Late submissions or electronic filings will be automatically rejected.
• Administrative Conditions: A non-refundable tender deposit is mandatory upon document collection. Only bids submitted on the official tender documentation will be considered.

• Project Leadership: Demonstrated experience in planning, scheduling, and supervising civil engineering projects of comparable scale and complexity.
• Specialised Technical Expertise: Access to qualified engineers, quantity surveyors, and skilled artisans proficient in excavation, reinforced concrete, pipelaying, and structural drainage installation.
• Operational Competence: Proven track record in implementing health and safety management systems, quality assurance procedures, and environmental control measures aligned with municipal construction standards.

CIDB Grading (1CE): The Construction Industry Development Board uses a standardised grading system to classify contractors based on financial turnover, class of work, and historical performance. A 1CE grade certifies eligibility for civil engineering contracts up to a defined monetary threshold.

Evaluation Preferences: The procurement process incorporates a preferential procurement policy to advance transformation and local economic participation:

• Black-Owned EME/QSE Status (10 points): Applies to Enterprises and Small Enterprises (EME) or Qualifying Small Enterprises (QSE) that are at least 51% black-owned, recognising their contribution to economic empowerment.
• Municipal Jurisdiction Presence (10 points): Awarded to contractors physically operating within the Kwadukuza Local Municipality boundary to stimulate regional job creation and supply chain development.
