Objectives

The primary objective of this tender is to select a qualified entity to develop, customize, and implement an Expected Credit Loss (ECL) model in accordance with GRAP 104 standards for the uMlalazi Municipality. The project aims to enhance the municipality’s credit loss management capabilities through a comprehensive solution that aligns with municipal financial reporting requirements.

Scope

The scope of the tender includes:

• Development of an ECL model tailored to the municipality’s needs.
• Customization of the model to fit the municipal environment.
• Implementation of the developed model within the municipality’s financial systems.

The contract duration is three years, with the successful bidder responsible for the entire lifecycle of the project from development to implementation.

Technical Requirements

• Proven practical experience in working within a municipal GRAP environment.
• Demonstrated experience of the lead company, team leader, and team members in similar projects.
• Ability to deliver a functional ECL model compliant with GRAP 104 standards.
• Unqualified audit reports for municipalities where similar GRAP 104 implementations have been undertaken.
