Objectives

The primary objective of this tender is to establish a rate-based, as-and-when contract for Coastal Stormwater and Catchment Management works in the South Region, covering a period of 3 years. The contract aims to facilitate efficient delivery of various stormwater infrastructure projects, including earthworks, pipe works, culverts, protection works, road works, reinstatement, and related activities, ensuring compliance with specified standards and safety regulations.

Scope

The scope encompasses a comprehensive range of civil engineering works across multiple sections, including:

• Preliminary and General works
• Site Clearance
• Earthworks (bulk, pipe trenches, structures)
• Stormwater Pipe Works (non-pressure pipelines, manholes)
• Culvert Works (concrete and precast culverts)
• Protection Works (gabions, geotextiles, fencing)
• Road Works (crushed stone, asphalt, kerbs, sidewalks, guardrails, signage)
• Reinstatement of disturbed areas
• Dayworks and miscellaneous activities

The contract includes detailed bill of quantities for each section, covering all necessary activities for project completion.

Technical Requirements

The technical requirements specify adherence to relevant standards and specifications, including:

• GCC 2015 and SANS 1921-1 & SANS 1200 standards for fixed charge items and time-related costs
• Compliance with occupational health and safety regulations
• Use of approved materials and methods, such as geofabrics, geotextiles, precast concrete, HDPE pipes, and gabion boxes
• Proper planning and execution of earthworks, pipe installation, culvert construction, and protection measures
• Environmental considerations, including site clearance, reinstatement, and erosion control
• Quality assurance through testing, survey coordination, and documentation of 'As-Built' drawings

Skills Requirements

The tenderer must demonstrate the following skills and competencies:

• Proven experience in civil engineering, particularly in stormwater infrastructure projects
• Capability to undertake earthworks, pipe laying, culvert installation, and protection works
• Competence in project management, including planning, scheduling, and resource allocation
• Knowledge of relevant standards, safety regulations, and environmental practices
• Ability to mobilize and manage skilled personnel, including community liaison officers and geotechnical engineers
• Experience in handling site safety, traffic management, and reinstatement activities
• Capacity to provide quality control, testing, and documentation as required
