Objectives

The primary objective of this tender is to appoint service providers who will supply, deliver, and offload agricultural inputs for food security interventions across various districts in KwaZulu-Natal. The aim is to support vulnerable households and resource-poor farmers, thereby enhancing food security and community development.

Scope

The scope encompasses the supply, delivery, and offloading of agricultural inputs, including seeds, seedlings, vegetable seed packs, livestock feed, mushroom production materials, and related agricultural products. The service providers will operate per cluster, supplying specified quantities as detailed in Annexure A, and will include activities such as soil preparation, treatment, and distribution of seedlings and seed packs to households and small-scale farmers. The intervention covers multiple districts and clusters, with specific requirements for each.

Technical Requirements

• Provision of high-yield, disease-resistant seeds and seedlings suitable for local climatic conditions.
• Supply of seed packs for vegetables, fruits, and grains, hermetically sealed and chemically treated for preservation and disease resistance.
• Delivery of household livestock and feed in ventilated crates.
• Provision of mushroom production structures and related materials such as shade nets, poles, and fencing.
• Supply of vegetable and fruit seedlings sourced from registered nurseries, including those established by designated groups.
• Adherence to packaging, labeling, and delivery standards specified in the tender documents.
• Compliance with quality control, testing, and inspection requirements as stipulated by the department.
• Timely delivery within specified schedules, including emergency deliveries if required.

Skills and Capacity Requirements

• Proven experience in supplying agricultural inputs, with references to previous projects valued at R200,000 or more.
• Financial capacity demonstrated through credit facilities or bank statements supporting a minimum of R1 million.
• Availability of transportation resources, including company-owned or leased vehicles, with valid documentation.
• Registered premises with the Department of Agriculture, Land Reform and Rural Development, with valid certificates for seed and seedling production.
• Capability to manage logistics, including timely delivery, offloading, and distribution to multiple districts and clusters.
• Compliance with all legal, tax, and regulatory requirements, including registration on the Central Suppliers Database and valid tax clearance.
• Ability to maintain quality standards through testing and inspection, and rectify any non-conformances promptly.
• Capacity to handle multiple product categories, including seeds, seedlings, livestock feed, and mushroom production materials.
