Objectives

The primary objective is to procure, deliver, install, and commission a fully operational traffic light system at a Department of Health Western Cape facility. The project aims to improve site traffic flow and pedestrian/vehicle safety through professional infrastructure deployment.

Scope of Work

• Supply and delivery of all traffic signal components, including poles, luminaires, controllers, foundations, and cabling.
• Civil and electrical installation, encompassing excavation, concrete works, wiring, and equipment mounting.
• System testing, commissioning, and handover to ensure full operational readiness.
• Mandatory attendance at a site inspection and clarification meeting to verify site conditions and project specifications.

Technical Requirements

• CIDB Contractor Grading: Minimum 1GB classification required, demonstrating capacity to manage medium-scale civil and electrical projects.
• Procurement Registration: Active compliance and registration on the Western Cape Supplier Evidence Bank, Central Supplier Database (CSD), and electronic Procurement System (ePS).
• Tax Compliance: Valid SARS tax clearance status at the time of tender submission.
• Submission Protocols: Tenders must use official departmental documentation, be correctly sealed, and physically delivered before the closing deadline. Electronic submissions and late entries are strictly prohibited.

Skills & Experience Requirements

• Documented experience in electrical infrastructure works and traffic light installations.
• Qualified tradespersons and engineers capable of executing safe, code-compliant electrical connections, signal programming, and structural mounting.
• Authorization to appoint a single representative to attend the compulsory site meeting; absence results in immediate disqualification.
