Objectives

The primary objective of this tender is to procure a reliable supplier capable of delivering a standardized, comprehensive range of dental accessories and instruments to support clinical operations at the Phelephepa Healthcare Trains. The procurement seeks to ensure consistent availability of high-quality, specification-compliant dental supplies that meet strict operational and safety standards.

Scope

The scope covers the supply and delivery of over sixty distinct dental items, broadly categorized as follows:

• Surgical & Restorative Instruments: Excavators, explorers, condensers, burnishers, carvers, cement spatulas, and filling instruments.
• Extraction & Periodontal Tools: Various forceps (artery, mosquito, tissue), elevators, luxators, cryers, periosteal elevators, and scalpel handles/blades.
• Restorative Kits & Components: Composite filling kits, matrix bands, retainers, Tofflemire bands, saddles, and plastic/wooden wedges.
• Consumables & Disposables: Cotton roll/pallet dispensers, sterilization pouches, mixing slabs, agate spatulas, Dappen dishes, and surgical scrub brushes.
• Sterilization & Storage Equipment: Ultrasonic baths, ultraviolet disinfection chambers, plastic instrument trays, and dental shelving/drawers.
• Retractors & Auxiliary Devices: Pedo/adult cheek retractors, lip retractors, gingival retractors, aspiration syringes, and suction tip attachments.

All items must strictly conform to the technical specifications outlined in Annexure A2.

Technical Requirements

• Full Specification Compliance: Bidders must demonstrate complete adherence to the PO long text specifications for every listed item. Partial or selective compliance will result in zero technical scoring.
• Evidence Documentation: Compliance must be verified using product datasheets, technical datasheets, manufacturer catalogues, or official product brochures.
• Delivery Lead Time: A maximum of four (4) weeks is required for full technical weighting. Five to six weeks receives partial credit, while deliveries exceeding seven weeks are non-compliant.
• Compliance Matrix: The signed technical element requirement response matrix (Annexure B2) must be fully completed and submitted with the bid.

Skills Requirements

• Ultrasonic Bath & Ultraviolet Chamber: Medical-grade cleaning and disinfection equipment. An ultrasonic bath utilizes high-frequency acoustic waves to remove debris from instruments, while a UV chamber employs ultraviolet-C radiation for surface sterilization.
• Pedo/Adult Cheek Retractor: Clinical devices designed to safely retract oral soft tissues during procedures, engineered specifically for either pediatric or adult anatomical dimensions.
• Phelephepa: Repeated throughout the specifications as the designated healthcare train program or regional operational identifier requiring standardized equipment configurations.
