Tender Summary

Tender Summary: DLRRD-RID-FS 003 (2026/2027)

Objectives

The Department of Rural Development and Land Reform Free State seeks to appoint a qualified contractor to execute infrastructure upgrades. The primary objective is to enhance road accessibility and structural integrity through targeted civil engineering works, ensuring improved transport links and drainage capabilities within the designated area.

Scope of Work

The project involves the upgrading of a 2.01-kilometer section of Sediba Road and the associated culvert crossing. The works are located in Thaba Nchu, under the jurisdiction of the Mangaung Metro Municipality in the Free State Province. The scope encompasses all activities necessary to rehabilitate the road surface and ensure the functionality of the drainage structure.

Technical Requirements

  • Contractor Grading: Tenderers must hold a minimum Construction Industry Development Board (CIDB) contractor grading of 6CE or higher.
  • Financial Deposit: A non-refundable tender deposit of R250.00 is required, payable strictly in cash upon collection of the tender documents.
  • Documentation Validity: Tenders must be submitted using the official printed documentation issued by the Department. Electronic versions are for reference only and cannot be used for submission.
  • Mandatory Site Visit: Attendance at a compulsory clarification meeting and site inspection is required. The event includes a briefing followed by a site visit to Sediba Village.
  • Submission Rules: Tenders must be sealed and delivered according to the specifications in the Tender Data. Emailed tenders and late submissions will be rejected.

Skills and Capability Requirements

The tender requires a contractor with demonstrated financial stability, operational capacity, and technical expertise to deliver civil engineering projects of this nature. The mandatory grading ensures the contractor possesses the necessary resources, experience, and management systems to handle road construction and culvert works effectively.

Explanation of Unusual or Technical Terms

CIDB Grading 6CE: This designation refers to the South African construction industry classification system. The number "6" indicates the contractor's financial and turnover capacity range, suitable for medium-scale projects. The suffix "CE" specifies specialization in Civil Engineering works, including roads, bridges, and drainage. A grading of 6CE confirms the contractor has the proven capability to execute road upgrading and infrastructure projects safely and efficiently.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
