Objectives

The primary objective of the tender is to appoint a service provider to manage and control dust monitoring activities at Transnet Port Terminal Richards Bay. This includes conducting dust fallout monitoring, comparing results against legal limits, and providing detailed reports. The overarching goal is to ensure compliance with environmental regulations, improve air quality management, and support Transnet’s environmental commitments, including waste disposal, recycling, and energy conservation.

Scope

The scope of work encompasses:

• Conducting dust fallout monitoring in at least eight principal wind directions.
• Monthly bucket changeovers with report compilation and delivery within one month of sampling.
• Comparing results against legal standards such as the National Environmental Management: Air Quality Act and Dust Control Regulations.
• Reviewing historic data, conditions stipulated in the Atmospheric Emissions License (AEL), and expert opinions to determine device locations.
• Providing environmental management plans, updates, and submissions (e.g., NAEIS).
• Performing isokinetic testing and other related dust management activities.

Technical Requirements

The technical requirements include:

• Experience in dust fallout and particulate matter monitoring (PM10 & PM2.5).
• Provision of testimonial letters from references within the last five years demonstrating relevant experience.
• Company profile detailing past projects, reporting lines, and deliverables.
• Project schedule for the five-year contract period.
• ISO certifications in environmental management (ISO 14001), health & safety (ISO 45001), and quality management (ISO 9001).
• Capability to conduct gravimetric, metal, X-ray fluorescence, ion chromatography, and X-ray diffraction analyses.
• Provision of calibration, maintenance, and refurbishment of dust monitoring instruments.
• Submission of environmental plans, audit reports, and compliance documentation.

Skills Requirements

The skills and expertise required include:

• Technical proficiency in dust fallout and particulate monitoring techniques.
• Experience with environmental compliance and air quality legislation.
• Ability to interpret and compare monitoring results against legal standards.
• Capability to prepare detailed technical reports and environmental management plans.
• Knowledge of ISO standards relevant to environmental, health & safety, and quality management systems.
• Laboratory analysis skills for gravimetric, chemical, and mineralogical testing.
• Project management skills to coordinate sampling, reporting, and instrument maintenance over five years.
• Experience with environmental audits and compliance auditing processes.
