Objectives

The primary objective of this tender is to design, supply, install, replace, and repair electrical substations, including both MV (Medium Voltage) and LV (Low Voltage) equipment. The project encompasses testing and commissioning of the substations to ensure operational readiness and compliance with specified standards.

Scope

The scope includes:

• Decommissioning existing electrical substations and equipment.
• Supply and installation of new MV and LV equipment, including switchgear, panels, protection relays, and accessories.
• Testing, commissioning, and handover of the substations.
• Provision of technical documentation, safety files, and project plans.
• Site clearance and disposal of old equipment.
• Provision of preliminary and general items such as site facilities, tools, and supervision.

Technical Requirements

The technical requirements specify detailed standards and specifications, including:

• Design and approval of electrical drawings for MV and LV systems.
• Compliance with Transnet and industry standards such as SANS 10142, TE-001-MVSPEC, TE-002-DBSPEC, and TE-005-EARTHINGSPEC.
• Protection system design, relay coordination, and settings based on ETAP studies and protection philosophy.
• Earthing and lightning protection systems in accordance with specified standards.
• Testing methodologies for factory acceptance tests (FAT), site acceptance tests (SAT), insulation resistance, and protection relay verification.
• Detailed project schedules including milestones, durations, and approval timelines.

Skills Requirements

The tender mandates the following skills and qualifications for personnel involved:

• Operating Regulation High Voltage System (ORHVS) Certificates: Valid certificates for key staff including Health and Safety Officers, Electrical Engineers, and Technologists, with minimum experience and supporting affidavits.
• High/Medium Voltage Authorized Personnel: Valid installation regulation certificates with at least 3 years of experience.
• Electrical Engineers and Technologists: Minimum 3 years of relevant experience in electrical substations, with supporting certificates and affidavits.
• Jointing Electricians / Cable Jointer: Completion of specified SAQA unit standards with minimum 3 years of experience, supported by affidavits.
• Protection System Specialists: Experience in protection grading, relay settings, and coordination, supported by relevant certificates and affidavits.
• Project Management and Technical Skills: Ability to develop detailed project plans, technical documentation, and conduct testing and commissioning activities.
