Objectives

The primary objective of this tender is to appoint a qualified service provider to render security services at Aliwal North Ex-CPA and Amber Falcon premises for a duration of three (3) months. The services aim to safeguard the premises, assets, and personnel, ensuring 24/7 security coverage, access control, screening, crime prevention, emergency response, and related security functions.

Scope

The scope of work includes, but is not limited to:

• Providing security officers and supervisors with PSIRA registration (Grade C for officers, Grade B for supervisors).
• Ensuring security officers are South African citizens, security cleared, and communicate effectively in English and at least one official language (IsiXhosa, Sesotho, Afrikaans).
• Implementing shift work (day shift 06:00-18:00, night shift 18:00-06:00), including weekends and public holidays.
• Equipping security personnel with necessary tools such as batons, radios, torches, handcuffs, metal detectors, and other security aids.
• Meeting staffing requirements: 6 officers for Aliwal X-Cpa (day and night), 2 officers for Amber Falcon (day and night), and 1 supervisor for each site, totaling 18 guards.
• Ensuring availability of equipment and resources, including uniforms, vehicles, communication devices, and safety gear.
• Developing and implementing security work and contingency plans, conducting patrols, inspections, and emergency assistance.
• Meeting specific requirements for operational offices, vehicle branding, and compliance with relevant security industry standards.

Technical Requirements

The technical requirements encompass:

• Security officers must be PSIRA registered (Grade C), supervisors Grade B, and possess valid driver’s licenses (minimum Code 8/EB).
• Officers and supervisors must be security cleared, communicate effectively, and demonstrate sober habits and professional attitude.
• Provision of necessary security equipment: batons, radios, torches, handcuffs, metal detectors, occurrence books, and uniforms.
• Deployment of the specified number of guards per site and shift, with the ability to respond to emergencies and conduct patrols.
• Meeting the minimum experience requirement of two (2) years in the security industry, with references and proof of previous projects.
• Availability of operational offices within the Eastern Cape, specifically in Joe Gqabi District, with proof of address.
• Compliance with all relevant legislation, including PSIRA registration, CSD registration, tax compliance, and insurance requirements.
• Adherence to quality standards, safety protocols, and confidentiality obligations.

All bidders must submit supporting documentation, including PSIRA certificates, company registration, tax clearance, insurance proof, and references, to demonstrate compliance with the technical and legal requirements of the tender.
