Objectives

The primary objective of this tender is to construct a pedestrian bridge on Fannin Road in Molweni, Ward 9, as an immediate measure to restore safe access following flood damage. The project aims to deliver a reinforced concrete pedestrian bridge, including associated ramps, deflection walls, and supporting structures, to improve connectivity and safety in the area.

Scope

The scope of work includes:

• Design and construction of a 100m long, 2m wide reinforced concrete pedestrian bridge with four spans.
• Construction of reinforced concrete ramps leading to the bridge from Fannin Road.
• Construction of deflection walls on approach to the piers to absorb impact from floating debris.
• Site preparation, excavation, and geotechnical investigations.
• Installation of associated infrastructure, including drainage, signage, and lighting.
• Provision for temporary traffic accommodation, site security, and environmental management.

Technical Requirements

The technical scope includes:

• Use of reinforced concrete for the bridge and associated structures.
• Construction of four spans with appropriate foundations and piers.
• Implementation of deflection walls designed to withstand impact from debris.
• Compliance with relevant standards, including SANS 1921-1 and 1921-2 for traffic accommodation and safety.
• Adherence to environmental management and occupational health and safety specifications.
• Use of approved materials, including specific specifications for concrete, reinforcement, and sealants.
• Provision for geotechnical investigations, shoring, dewatering, and earthworks for structures.
• Installation of street lighting and signage as specified.
• Construction in a manner that minimizes disturbance to existing services and surrounding properties.

Skills and Skills Requirements

The tenderer must demonstrate:

• Experience in constructing reinforced concrete bridges, particularly pedestrian bridges of similar size and scope within the past 10 years.
• Proven capability in geotechnical investigations, earthworks, and structural concrete works.
• Competence in managing construction in restricted and challenging site conditions, including rock excavation and blasting.
• Ability to design and supervise lateral support systems, shoring, and dewatering activities.
• Qualified personnel, including a Site Agent and Foreman, with a minimum of 3 years relevant experience on similar projects.
• Compliance with occupational health and safety regulations, including submission of a comprehensive Health and Safety Plan.
• Capability to manage environmental aspects, traffic accommodation, and site security effectively.
• Demonstrated ability to coordinate with utility providers, environmental officers, and local authorities.

The tenderer must provide evidence of relevant experience, qualified personnel, and compliance with all technical, safety, and environmental standards to be considered eligible.
