Objectives

The primary objective of the tender is to refurbish and upgrade the water infrastructure (bulk supply, storage, and reticulation) in Chavani and surrounding villages, which is no longer operating optimally. The project involves constructing and refurbishing water supply facilities, including pipelines, reservoirs, and pumping stations, to improve water delivery and sanitation services within the Vhembe District Municipality.

Scope

The scope encompasses the provision of bulk water supply infrastructure, including:

• Installation of pipelines ranging from Ø75mm to Ø160mm uPVC pipes.
• Construction and refurbishment of concrete reservoirs and pump stations.
• Provision and replacement of various valves (isolation, air, flow control, non-return, scour).
• Backfilling trenches and testing pipelines.
• Construction of valve chambers and associated structures.
• Reinstatement of surfaces to original conditions.
• Installation of house and erf connections.
• Location-specific activities in Makhado and Collins Chavani Local Municipalities, including site establishment, safety, and environmental management.

The project covers approximately 30 km of pipelines, with detailed site and locality information provided for accurate planning and execution.

Technical Requirements

• Construction of pipelines in accordance with SANS 1200 series standards, including earthworks, bedding, and jointing.
• Use of approved materials such as high-quality PVC, HDPE, and ductile iron pipes, fittings, and specials, compliant with relevant standards.
• Installation of valves, hydrants, and valve chambers as per standard specifications and drawings.
• Hydrostatic testing, disinfection, and watertightness testing of pipelines and tanks.
• Construction of reservoirs, pump stations, and associated electrical and mechanical systems, complying with SANS and IEC standards.
• Implementation of environmental management, safety, and health protocols in line with legislation and standards.
• Use of labour-intensive methods where feasible, with specific specifications for manual excavation, backfilling, and reinstatement.
• Provision of detailed design, construction, and operational documentation, including operation and maintenance manuals.

Skills Requirements

• Registration with CIDB in contractor grading of 8CE or higher, with proof of registration and compliance.
• Experienced project management team with qualifications in civil, mechanical, and electrical engineering.
• Skilled supervision and management staff with relevant NQF level certifications in labour-intensive construction and safety standards.
• Qualified design engineers for third-party certification of alternative designs, with proof of registration (ECSA or equivalent).
• Personnel trained in occupational health and safety, environmental management, and community liaison.
• Capability to execute earthworks, pipeline installation, testing, and commissioning in accordance with standards and specifications.
• Ability to coordinate with local authorities, service providers, and other contractors on site.
• Provision of qualified electrical and mechanical engineers for the installation and testing of pumps, electrical systems, and control equipment.
