Objectives

The primary objective of this project is to refurbish and upgrade the water infrastructure (including bulk supply, storage, and reticulation) in Chavani and surrounding villages, which is no longer operating optimally. The project aims to provide a reliable bulk water supply, including the installation and refurbishment of pipelines, construction of reservoirs, and pumping stations to ensure continuous water delivery to the communities.

Scope

The scope of work encompasses:

• Provision of bulk water supply infrastructure in Chavani and surrounding areas.
• Installation of pipelines in various diameters (from Ø75mm to Ø200mm uPVC pipes).
• Construction and refurbishment of concrete reservoirs and pumping stations.
• Installation of isolation valves, air valves, flow control valves, non-return valves, and scour valves.
• Backfilling trenches and testing pipelines.
• Construction of valve chambers and reinstatement of surfaces to original condition.
• Installation of house and yard connections.
• Location of works in Makhado and Collins Chavani Local Municipalities, with site-specific coordinates and localities provided.

Technical Requirements

The technical requirements include:

• Execution of works in accordance with Vhembe District Municipality specifications and relevant standards (SANS, BS, ISO, etc.).
• Use of materials compliant with standards such as SANS 815, SANS 1123, SANS 966, SANS 1200 series, and others specified for pipes, fittings, valves, and coatings.
• Design and installation of pumps with specified head, flow rate, efficiency, and power ratings, including detailed performance curves.
• Construction of pipelines with appropriate bedding, jointing, and corrosion protection measures.
• Implementation of environmental management, health and safety protocols, and compliance with legislation.
• Provision of telemetry systems for reservoir level monitoring and control.
• Adherence to specified standards for electrical and mechanical installations, including MCCs, control systems, and instrumentation.
• Proper site management, safety, and community liaison during construction.

Skills Requirements

The tender specifies the following skills and experience requirements for personnel:

• Contract manager with at least 5 years’ experience in water reticulation projects.
• Site agent with minimum 4 years’ experience in relevant projects.
• Foreman with at least 3 years’ experience in water infrastructure works.
• Health & Safety Officer with 3+ years’ experience in water projects.
• Qualified engineers and technicians with relevant certifications (e.g., BSc/B.Tech in Civil Engineering, Civil Engineering Diploma).
• Experience in managing joint ventures, CIDB registration (minimum grade 8CE or higher), and familiarity with labour-intensive construction methods.
• Skilled operators for plant and equipment, with proof of ownership or hire agreements.
• Personnel capable of conducting quality control, testing, and commissioning in accordance with standards.
• Community liaison officers and trained targeted labour for employment and training programs.
