Objectives

The primary objective of this tender is to select a suitable lessee to lease the Transnet Rail Infrastructure Manager (TRIM) sidings/facilities, specifically Siding Number 140333, for a minimum period of ten (10) years. The process aims to facilitate open access for various sectors to utilize these strategic assets, promote efficient logistics, and enable economic development through investment, operational excellence, and compliance with relevant laws and policies.

Scope

The scope encompasses leasing the specified siding and associated facilities, including:

• Development and investment in infrastructure such as rail line refurbishments, loading areas, security, and environmental upgrades.
• Operational management of the siding to maximize throughput, safety, and efficiency, with detailed operational, security, and maintenance plans.
• Provision of a comprehensive business plan, including investment commitments, operational models, risk management, environmental management, and community development initiatives.
• Compliance with legal, safety, environmental, and security standards, including obtaining necessary permits and licenses.
• Engagement in cost-effective logistics solutions, including handling rates, rental proposals, and operational readiness.
• Participation in non-mandatory briefing sessions and site visits, with submission deadlines and proposal validity periods specified.

Technical Requirements

The technical requirements are detailed and include:

• Operational Model & Capacity: Demonstrate operational capacity to handle specified throughput volumes, including high-level simulations, logistics flow, storage optimization, and turnaround times.
• Infrastructure & Investment: Submit detailed investment plans covering fixed and moveable assets, infrastructure upgrades, security enhancements, and outside boundary investments, with phased timelines and cost estimates.
• Environmental & Safety Compliance: Provide environmental management plans, water use licenses, water and air emission permits, and compliance with relevant legislation (NEMA, NEM:BA, NHRA, etc.). Submit risk assessments, business impact analyses, and business continuity plans aligned with industry standards.
• Security & Safety: Develop security management and response plans, security technology strategies, and safety protocols, including fire protection, incident management, and rodent control.
• Financial & Legal: Submit audited financial statements, proof of funding, B-BBEE certificates, and legal compliance documentation. Provide detailed financial models, discounted cash flow analyses, and investment return projections.
• Operational & Maintenance Standards: Adhere to maintenance standards, operational readiness, and safety standards, including compliance with Railway Safety Regulator policies.
• Community & Social Responsibility: Outline community development initiatives, job creation plans, and enterprise development contributions.
• Proposal & Documentation: Complete all required forms, annexures, and schedules, including detailed project schedules, risk management, environmental impact assessments, and security plans.
