Objectives

The tender aims to secure a lease agreement for the Transnet Rail Infrastructure Manager (TRIM) sidings/facilities, specifically Siding Number 603309, for a minimum period of ten (10) years. The primary objectives include enabling open access for various sectors to lease the sidings, ensuring strategic utilization of rail infrastructure, and promoting economic development through efficient logistics and infrastructure investment.

Scope

• Leasing of the specified siding (Number 603309) located in Carolina, Mpumalanga, for at least ten years.
• Development and investment in rail infrastructure, including upgrades to rail lines, loading areas, security, and ancillary facilities.
• Provision of operational, environmental, safety, and security management aligned with Transnet standards and legislation.
• Implementation of environmental management, risk management, business continuity, and safety plans.
• Engagement with relevant authorities for environmental licenses, water use licenses, and safety permits.
• Submission of detailed business, operational, and investment plans, including community development and job creation commitments.
• Adherence to legal, safety, environmental, and security standards throughout the lease period.

Technical Requirements

The technical requirements encompass a comprehensive set of standards and plans, including:

• Environmental Management: Submission of an Environmental Management Plan (EMP) addressing impact mitigation, site description, impact assessment, and compliance with legislation such as NEMA, NEM:BA, and NEMA WA.
• Risk Management: Development of a Risk Management Plan (RMP) with risk identification, assessment, mitigation strategies, and regular reviews, utilizing provided templates and risk assessment tools.
• Business Continuity: Preparation of a Business Impact Analysis (BIA) and Business Continuity Plan (BCP) to ensure resilience against disruptions, including detailed recovery strategies, incident management, and emergency response procedures.
• Operational and Infrastructure Development: Submission of detailed operational models, infrastructure upgrade plans, security plans, and maintenance strategies aligned with TRIM standards.
• Investment and Development Plans: Clear articulation of fixed and moveable asset investments, development timelines, and cost estimates, supported by detailed financial and investment plans.
• Security and Safety: Implementation of security management plans, incident response protocols, safety policies, and compliance with relevant legislation such as the Occupational Health and Safety Act and Railway Safety Regulator requirements.
• Environmental and Community Engagement: Submission of environmental screening tools, community development plans, water and waste management strategies, and impact mitigation measures.
• Legal and Compliance: Certification of legal compliance, including B-BBEE status, tax compliance, and adherence to the lease agreement conditions.

All plans and documentation must be prepared in accordance with the provided templates, standards, and legislative requirements, and must demonstrate the bidder’s capacity to operate, develop, and maintain the siding infrastructure effectively and sustainably over the lease period.
