Objectives

The primary objective of this tender is to lease the sidings/facilities identified as Siding Number 652342 and 652369 (A + B) for a minimum period of ten (10) years. The initiative aims to facilitate effective utilization of strategic rail infrastructure assets, promote open market access, and enable industry participation in rail logistics, thereby supporting economic development, service delivery, and transformation within the rail sector.

Scope

The scope encompasses:

• Leasing of sidings/facilities (Voorslag A & B) to qualified operators who will invest in and develop the infrastructure, including consolidation hubs or container rail terminals.
• Development and modernization of the siding infrastructure, including land-side upgrades, security, handling equipment, and operational facilities.
• Operational management of the sidings, including volume throughput, safety, security, environmental compliance, and maintenance.
• Provision of supporting documentation such as company profiles, reference letters, environmental and risk management plans, business continuity plans, and financial capacity evidence.
• Adherence to technical, safety, environmental, and legal requirements as specified in the tender documentation.

Technical Requirements

The technical requirements for bidders include:

• Company Profile & Experience: Demonstrated experience in logistics planning, warehousing, and infrastructure development supported by verifiable references.
• Operational Model & Capacity: A high-level simulation of operational throughput, cargo handling, and logistics efficiency, including site access and handling strategies.
• Infrastructure Development & Investment: Detailed investment plans covering land-side upgrades, handling equipment, security, and moveable assets, with cost estimates and timelines.
• Environmental & Safety Compliance: Submission of Environmental Management Plans, risk assessments, safety plans, and proof of environmental licenses and permits.
• Security & Risk Management: Security management plans, security response strategies, and risk mitigation measures aligned with Transnet standards.
• Business Continuity & Risk Assessment: Comprehensive Business Impact Analysis (BIA), Business Continuity Plan (BCP), and Risk Management Framework demonstrating preparedness for operational disruptions.
• Financial Capacity: Submission of audited financial statements or proof of funding, with key financial ratios indicating liquidity and solvency.
• Legal & Regulatory Compliance: Certification of compliance with applicable laws, including the Occupational Health & Safety Act, Railway Safety Regulator requirements, and water use licenses where applicable.
• Security & Safety Plans: Detailed security and safety plans, including incident management, fire protection, and security technology strategies.
• Environmental & Community Development: Environmental management and community development plans, including impact mitigation, social investment, and job creation commitments.

All technical submissions must be detailed, credible, and aligned with the specifications outlined in the tender documents, ensuring operational readiness, safety, environmental sustainability, and compliance with industry standards.
