Objectives

The primary objective of this tender is to secure a qualified partner for the leasing of the Transnet Rail Infrastructure Manager (TRIM) sidings and facilities, specifically Siding Number 652377 at Panbult, for a minimum period of ten (10) years. The purpose is to enable effective utilization, development, and management of strategic rail sidings to support logistics, freight movement, and infrastructure development aligned with Transnet's strategic and regulatory requirements.

Scope

The scope encompasses:

• Leasing of the specified siding and associated facilities at Panbult, including infrastructure upgrades, security, environmental compliance, and operational development.
• Development and investment in the siding to support rail freight operations, including handling equipment, storage, access roads, fencing, lighting, and security measures.
• Provision of operational, safety, environmental, and risk management plans, including environmental impact assessments, safety standards, and security protocols.
• Implementation of operational models to maximize throughput, efficiency, and safety, with detailed plans for maintenance, security, and environmental management.
• Engagement in community development, job creation, and enterprise development initiatives aligned with B-BBEE and socio-economic policies.
• Compliance with all relevant legislation, policies, and standards, including railway safety, environmental laws, health and safety regulations, and security requirements.

Technical Requirements

The technical requirements for the tender include:

• Environmental Management: Submission of an Environmental Management Plan (EMP) addressing impacts, mitigation measures, roles, responsibilities, monitoring, and reporting, aligned with legislation such as NEMA, NEM:BA, NEMWA, and Heritage Resources Act.
• Risk Management & Business Continuity: Provision of comprehensive risk assessments, including risk registers, mitigation strategies, Business Impact Analyses (BIA), and Business Continuity Plans (BCP), demonstrating preparedness for disruptions, emergencies, and decommissioning scenarios.
• Security Plans: Development of security management and response plans, including security management certificates, technology plans, incident management procedures, and compliance with relevant security legislation.
• Operational & Technical Plans: Detailed operational models, infrastructure upgrade plans, maintenance schedules, handling rates, and investment commitments, including fixed and moveable assets, with clear timelines and cost estimates.
• Environmental & Social Compliance: Evidence of obtaining water use licenses, environmental permits, and adherence to health and safety standards, including Railway Safety Regulator requirements.
• Community & Socio-economic Development: Plans for job creation, skills development, enterprise support, and community development initiatives, with measurable targets and schedules.
• Financial & Investment Plans: Submission of financial statements, proof of funding, investment plans, and detailed cash flow projections, discounted cash flow analyses, and rental proposals aligned with market standards.
• Legal & Contractual Compliance: Certification of compliance with applicable laws, policies, and standards, including B-BBEE, tax compliance, and confidentiality agreements.
• Technical & Operational Design: Conceptual designs, operational flow, cargo handling strategies, and maintenance standards to ensure safety, efficiency, and environmental sustainability.

All submissions must demonstrate adherence to safety, environmental, security, and operational standards, supported by detailed documentation, plans, and compliance certificates as specified in the tender documentation.
