Objectives

The primary objective of this tender is to lease the Transnet Rail Infrastructure Manager Sidings/facilities, specifically Siding Number 765384, for a minimum period of ten (10) years. The initiative aims to facilitate efficient rail logistics, promote open access for various sectors, and enable the development of rail infrastructure to support cargo transportation, economic growth, and transformation within the rail network.

Scope

The scope encompasses:

• Leasing of the specified siding (Krugersdorp) for at least ten years.
• Development and investment in siding infrastructure, including upgrades, maintenance, security, and operational facilities.
• Provision of operational models, risk management, environmental, health & safety, security, and business continuity plans.
• Engagement with rail operators, cargo owners, and other stakeholders to ensure effective utilization.
• Compliance with legislative, safety, environmental, and operational standards.
• Submission of detailed business, investment, community development, and risk management plans.

Technical Requirements

The technical requirements include:

• Provision of operational models demonstrating cargo throughput, safety, and efficiency.
• Development of infrastructure including rail line refurbishments, security upgrades, handling equipment, and site facilities.
• Implementation of maintenance plans aligned with safety standards and regulatory compliance.
• Submission of environmental management plans, water use licenses, and environmental impact assessments.
• Development of security and safety plans, including incident management and risk mitigation strategies.
• Provision of detailed project schedules, investment plans, and operational readiness strategies.
• Compliance with railway safety regulations, occupational health & safety laws, and environmental legislation.
