Objectives

The primary objective of the tender is to appoint a Terminal Operator responsible for financing, operating, maintaining, refurbishing, and/or constructing and transferring a Liquid Bulk Terminal at the Port of Cape Town Liquid Bulk Precinct. The concession period for this operation is twenty-five (25) years. The overarching goal is to ensure efficient, reliable, and competitive port operations, particularly focusing on liquid bulk cargo, including bunkering services, to enhance port performance and stakeholder satisfaction.

Scope

The scope encompasses the full lifecycle management of the Liquid Bulk Terminal, including:

• Financing, construction, refurbishment, and transfer of the terminal infrastructure
• Operation and maintenance of the terminal facilities
• Provision of bunkering services and other liquid bulk handling activities
• Adherence to performance standards and continuous improvement in port operations

The scope also involves compliance with the Port Operations Performance Standards (TOPS), ensuring smooth cargo flows across various cargo types, with a particular emphasis on liquid bulk.

Technical Requirements

The technical requirements include:

• Implementation of performance measures aligned with TOPS, such as cargo throughput, vessel turnaround times, berth productivity, and equipment efficiency
• Development and adherence to a systematic, data-driven approach for performance measurement and validation
• Provision of infrastructure capable of handling liquid bulk cargo efficiently, including berthing facilities, pumps, and conveyance systems
• Compliance with international benchmarks and standards for port and terminal operations
• Establishment of remedial action mechanisms for addressing performance gaps
• Integration of port capacity planning with operational realities and demand forecasts

Skills Requirements

The successful tenderer must demonstrate:

• Expertise in port terminal development, operation, and management, specifically in liquid bulk handling
• Strong technical knowledge of port infrastructure, equipment, and safety standards
• Experience in implementing performance standards and continuous improvement processes
• Data analysis and validation skills to support performance measurement and reporting
• Capability to develop and execute remedial strategies for performance gaps
• Effective stakeholder engagement and consultative skills, including collaboration with TNPA, port users, cargo owners, and regulatory bodies
• Financial and project management skills for infrastructure development and operational sustainability
