Objectives

The primary objective of this tender is to conduct a detailed pre-feasibility engineering study aimed at developing sustainable, cost-effective solutions to mitigate shoreline erosion at Alkantstrand and Northern Beaches of Richards Bay. The study seeks to optimize existing sand bypass schemes, evaluate hybrid approaches combining beach nourishment and engineered coastal protection structures, and ensure the long-term stability and resilience of the coastline. It also aims to address environmental, social, and infrastructural impacts, and to develop comprehensive recommendations and implementation strategies for shoreline stabilization.

Scope

The scope encompasses three main parts:

1. Part A: Beach Nourishment
   • Review historical coastal data, sediment transport, and shoreline changes.
   • Develop and calibrate numerical models (wave, sediment transport) to assess shoreline dynamics.
   • Design and evaluate beach replenishment schemes, including optimal sand volumes, particle sizes, and replenishment frequency.
   • Propose short- and medium-term interventions, including pipeline extensions and mobile discharge systems.
   • Develop long-term maintenance strategies for beach nourishment.
2. Part B: Coastal Protection Structures
   • Assess existing and alternative coastal protection options, including sand retention and fixed structures.
   • Design conceptual models for sand retention structures, including fixed HDPE pipelines and hybrid systems.
   • Conduct feasibility assessments, performance evaluations, and environmental impact analyses.
   • Simulate intervention scenarios using physical and numerical modelling to predict shoreline response.
3. Part C: Final Report and Deliverables
   • Compile a comprehensive final pre-feasibility report with recommendations, environmental and social impact assessments, stakeholder engagement outcomes, and detailed technical drawings.
   • Develop an implementation plan with timelines, risk assessments, and funding considerations.
   • Ensure environmental screening, permitting, and stakeholder consultation are integrated into the final strategy.

Technical Requirements

• Use of advanced modelling tools (e.g., MS Project, Primavera P6) for project scheduling and resource planning.
• Development of detailed, realistic, and compatible project programmes, including critical path analysis.
• Preparation of detailed technical reports, concept designs, and GIS-compatible maps and data.
• Provision of environmental impact assessments, stakeholder engagement documentation, and regulatory compliance roadmaps.
• Delivery of all documentation in both editable (native) and PDF formats, with proper version control and indexing.
• Implementation of quality assurance and safety management procedures aligned with industry standards.
• Provision of detailed cost estimates, risk mitigation plans, and environmental management strategies.

Skills and Experience Requirements

• Project Management & Scheduling: Proven experience in managing coastal engineering projects with detailed programme development using Primavera P6 or MS Project.
• Coastal & Port Engineering Expertise: Minimum 5 years post-professional registration in port and coastal infrastructure design, with demonstrated experience in shoreline erosion mitigation, beach nourishment, and coastal protection structures.
• Environmental & Social Impact Assessment: Ability to conduct environmental screening, stakeholder engagement, and prepare environmental management plans, with registered environmental practitioners (EAPASA accreditation preferred).
• Numerical & Physical Modelling: Experience in sediment transport, wave action, and shoreline change modelling, including calibration and scenario analysis.
• Design & Technical Documentation: Ability to produce detailed concept designs, technical drawings, GIS data, and comprehensive reports.
• Team Composition: Key personnel must include a Professional Engineer (Pr Eng or Pr Tech Eng), a Marine/Coastal Engineer with relevant port experience, and Civil Engineers with at least 5 years' experience in similar projects.
• Previous Experience: At least three (3) relevant projects in port and coastal infrastructure within the last 15 years, with references and completion certificates demonstrating successful delivery.
• Environmental & Regulatory Knowledge: Familiarity with South African environmental laws, permits (EIA, WULA), and stakeholder engagement processes.
• Quality & Safety Standards: Demonstrated ability to implement quality assurance, safety management, and documentation control procedures.
