Objectives

The primary objective of this tender is to procure services for vacuuming, jetting, or a combination of both at the Transnet Port Terminals (TPT) Bulk Terminal in Saldanha. The goal is to ensure the effective collection, drying, and reintroduction of iron ore sludge and contaminated water within the terminal, preventing any contaminants from leaving the site. Additionally, the tender aims to establish a partnership with a service provider to improve process efficiency, leverage advanced technology, and support Transnet’s operational and environmental goals over a 36-month period.

Scope

The scope includes providing vacuuming, jetting, or combined jetting and vacuuming services at the Saldanha Bulk Terminal, specifically targeting areas where iron ore sludge and contaminated water are generated. The services involve:

• Vacuuming and jetting of sludge and contaminated water within designated areas.
• Handling materials with specified minimum truck capacities (e.g., vacuum tanks minimum 8800 liters, water tanks minimum 6500 liters).
• Performing operations during normal hours, after hours, weekends, and public holidays as needed, with estimated hours provided.
• Ensuring compliance with safety, environmental, and railway regulations.

Technical Requirements

The technical specifications for the services include:

• Use of truck-mounted high-pressure water jet machines combined with high-flow vacuum systems.
• Vacuum system capable of handling water and dust, with minimum 8800-liter capacity.
• Jetting system capable of delivering at least 400 liters per minute at a minimum pressure of 120 bar.
• Pipe handling with large (4-6 inches) and small (2-4 inches) diameter pipes, with specified lengths.
• Operational readiness within 4 hours of request.
• Adherence to South African road, safety, and environmental standards.
• Provision of qualified operators/drivers with valid licenses and experience.
• Ownership or lease of suitable trucks meeting capacity and safety standards.

Skills Requirements

The service provider must demonstrate:

• Proven experience in providing vacuuming and jetting services, supported by written references indicating at least 12 months of relevant experience.
• Qualified personnel, including operators/drivers with valid licenses (e.g., C1 or higher, PDP) and a minimum of 15 months of operational experience.
• Ownership or leasing arrangements for trucks that meet technical specifications and safety requirements.
• Capability to respond promptly to service requests, including emergency operations within 4 hours.
• Compliance with safety, environmental, railway, and legal standards, including security clearance if applicable.
• Environmental policies supporting waste disposal, recycling, and energy conservation.
