Objectives

The primary objective of this tender is to secure the provision of dry dock maintenance services for a fleet comprising four harbour tugs, three pilot boats, two workboats, and two launches for the Transnet National Ports Authority (TNPA), Port of Cape Town. The services are to be delivered on an "as and when required" basis over a period of thirty-six (36) months, ensuring the vessels are maintained to operational standards and available as needed.

Scope

The scope of the tender includes:

• Provision of dry dock maintenance services for the specified vessels (harbour tug, pilot boats, workboats, launches).
• Delivery of services on an "as and when required" basis, with work orders issued by Transnet.
• Adherence to technical specifications, safety, and quality standards as outlined in the Schedule of Requirements and Work Orders.
• Management of personnel, subcontracting, and compliance with relevant legislation and standards.

Technical Requirements

The technical requirements encompass:

• Provision of skilled personnel, tools, and workshop facilities necessary for dry dock maintenance.
• Compliance with safety, environmental, and operational standards specified by Transnet.
• Adherence to the technical specifications, service levels, and performance standards detailed in the Schedule of Requirements.
• Proper management of intellectual property, confidentiality, and data security as per contractual obligations.
• Provision of warranties, quality assurance, and remedies for non-conformance.

Skills and Skills Requirements

The tender requires the Service Provider to demonstrate:

• Proven experience in dry dock maintenance and vessel repair services, particularly for similar vessel types.
• Qualified and competent personnel with relevant technical and safety certifications.
• Capability to manage subcontractors, with a minimum of 30% of contract value subcontracted to South African EMEs or QSEs that are at least 51% Black Owned.
• Knowledge of applicable South African legislation, safety standards, and environmental regulations.
• Ability to provide quality assurance, warranties, and compliance with service level agreements.
• Experience in managing confidential information, intellectual property rights, and data security.
