Objectives

The primary objective of this tender is to procure 16 finance resources for Transnet SOC Ltd, operating as Transnet Port Terminals (TPT) at Durban Container Terminal Pier 1. These resources are to be provided on an as-and-when-required basis over a period of thirty-six (36) months to support various financial functions within TPT.

Scope

The scope of work includes:

• Provision of 16 finance resources, including roles such as Revenue Protection Administrator, Revenue Invoicing Controller, General Ledger Controller, Accounts Payable Controller, and other related positions.
• Resources must be available within 15 business days of request.
• Resources are to operate in accordance with TPT policies and procedures, including possible extended hours, weekends, and public holidays if operationally required.
• Resources should have their own transport and be based in Durban.
• The scope also involves compliance with legal and contractual requirements, including providing detailed CVs, proof of registration with the Department of Labor, and reference checks.

Technical Requirements

To pass the technical evaluation, bidders must:

• Score a minimum of 80 points based on criteria such as qualifications, experience, and compliance with scope requirements.
• Provide proof of registration with the Department of Labor as a placement agency.
• Submit detailed CVs for each proposed resource, demonstrating relevant qualifications and experience as per the scope of work.
• Provide references from at least three clients for similar services rendered within the last three years.
• Ensure all resources meet the specified job roles and qualifications outlined in the scope.

Skills Requirements

The skills and qualifications required for the resources include:

• Relevant academic qualifications (diplomas or degrees) for each role.
• Proven experience in financial roles such as revenue management, accounting, and ledger functions.
• Specific expertise in revenue protection, invoicing, general ledger management, accounts payable, and fixed asset management.
• Ability to operate independently, adhere to policies, and deliver within tight timeframes.
• Excellent communication skills and the ability to work in a team environment.
