Objectives

The primary objective of this tender is to procure finance resources to support Transnet Port Terminals (TPT) operations at Durban Container Terminal Pier 1 on an as-and-when-required basis for a period of 36 months. The aim is to ensure the placement and provision of qualified finance personnel to meet operational, financial, and compliance needs, thereby enhancing operational efficiency and financial management.

Scope

The scope encompasses the provision of sixteen (16) finance resources across various roles, including but not limited to Revenue Manager, Financial Accountant, Management Accountant, Fixed Asset Accountant, Revenue Protection Controller, and other finance support staff. The resources are to be deployed at Durban Container Terminal Pier 1, on an as-and-when-required basis, over a period of 36 months. The scope also includes compliance with safety, security, and confidentiality requirements, as well as adherence to contractual and legal obligations.

Technical Requirements

• Provision of qualified finance personnel with specified experience and competencies as detailed in annexures.
• Resources must be capable of performing specific functions such as financial reporting, cost analysis, revenue management, asset management, invoicing, and compliance monitoring.
• Personnel must possess relevant qualifications (e.g., diplomas, degrees, or professional certifications) and meet minimum experience thresholds outlined in the tender documents.
• Resources must be available to commence within 15 business days of contract award and be able to operate across weekdays, weekends, and public holidays as required.
• Provision of necessary documentation, including security clearances, to ensure compliance with safety and confidentiality standards.
• Adherence to legal, safety, and environmental standards, including railway safety regulations where applicable.
• Implementation of proper reporting, performance monitoring, and compliance procedures as specified in annexures.

Skills Requirements

• Financial and accounting expertise, including knowledge of IFRS, VAT, and relevant South African legislation.
• Proven experience in financial reporting, cost analysis, asset management, revenue protection, and invoicing processes.
• Strong analytical skills for cost control, variance analysis, and financial modeling.
• Competence in using financial systems such as SAP, Navis, and other relevant software.
• Ability to interpret and implement financial policies, procedures, and strategic initiatives.
• Excellent communication, interpersonal, and teamwork skills to liaise effectively with internal and external stakeholders.
• Compliance with safety, security, confidentiality, and legal requirements, including security clearance where necessary.
• Capacity to operate under tight deadlines, manage multiple tasks, and adapt to operational needs.
