Objectives

The primary objective of this tender is to procure 16 finance resources for Transnet SOC Ltd operating as Transnet Port Terminals (TPT) at Durban Container Terminal Pier 1. These resources are to be provided on an as-and-when-required basis over a period of thirty-six (36) months, supporting the operational and financial functions within TPT.

Scope

The scope of work includes:

• Provision of 16 finance resources, including roles such as Revenue Protection Administrator, Revenue Invoicing Controller, General Ledger Controller, Accounts Payable Controller, and other related positions.
• Resources must be Durban-based and capable of working extended hours, including weekends and public holidays if operationally required.
• Resources are expected to adhere to TPT policies and procedures and have their own transport.
• The successful bidder must deliver the resources within 15 business days of receiving a request from TPT.
• Provision of detailed CVs and proof of relevant qualifications and experience for each resource role.
• Compliance with legal and registration requirements, including proof of registration with the Department of Labor as a placement agency.
• Reference checks from at least three clients for similar services rendered in the past three years.

Technical Requirements

To pass the technical evaluation, bidders must meet the following criteria:

• Score a minimum of 80 points based on the technical evaluation criteria.
• Provide detailed CVs demonstrating qualifications and experience aligned with the scope of work for each resource role, each scoring 5 points.
• Proof of registration with the Department of Labor as a placement agency.
• Submit references from three clients with relevant service history, not older than 2023.
• Complete all mandatory returnable schedules, including the Certificate of Attendance, B-BBEE documentation, and other specified forms.
• Pricing must be inclusive of VAT, cover the full scope, and be submitted electronically via the specified system.

Skills Requirements

The successful resources must possess:

• Relevant qualifications and experience for their respective roles, such as Revenue Protection, Revenue Invoicing, General Ledger, Accounts Payable, Fixed Asset management, and related financial functions.
• Proven ability to work independently, adhere to policies, and deliver within tight timeframes.
• Strong communication skills for coordination and reporting.
• Capability to work extended hours and adapt to operational needs.
• Valid registration with the Department of Labor as a placement agency.
