Objectives

The primary objective of this tender is to secure a service provider capable of delivering comprehensive gardening services across various Transnet Engineering sites, including Richards Bay, Vryheid, Newcastle, Volksrust, Ladysmith, Glencoe, Bayhead, Wentworth, and Masons Mill. The services are to be provided over a period of 36 months, ensuring maintained site aesthetics, safety, and compliance with relevant standards.

Scope

The scope encompasses the provision of gardening services at multiple sites, which includes:

• Grass cutting and tree trimming (including high trees up to 20m in height)
• Weed control and herbicide application
• Rubbish removal from sites
• Boundary fence and railway line vegetation management
• Implementation of safety measures such as PPE and toolbox talks
• Work during specified periods, including December and January
• Submission of payment claims and invoices

Technical Requirements

The technical requirements include:

• Provision of qualified pest control operators with proof of registration (PCO)
• Use of approved herbicides for industrial weed control
• Development of a detailed approach and methodology addressing:
• Scope of work and project objectives
• Safety protocols including toolbox talks and PPE
• Contingency planning for disruptions (e.g., strikes, staff absences)
• Use of chemicals and equipment for vegetation management
• Specific tasks such as grass and tree cutting, rubbish removal, and site clearance
• Quality assurance and supervision
• Work scheduling during holiday periods
• Compliance with relevant legislation, including the National Minimum Wage Act

Skills Requirements

The tenderer must demonstrate:

• Experience in providing gardening and vegetation management services, supported by reference letters from projects completed within the last 10 years
• Capability to carry out high tree trimming and boundary vegetation clearance
• Proficiency in herbicide application and pest control, with proof of registration
• Ability to develop and implement comprehensive work methodologies tailored to project needs
• Strong safety management skills, including conducting toolbox talks and ensuring PPE compliance
• Effective project planning and risk management skills
• Financial management skills for timely submission of payment claims and invoices
