Objectives

The primary objective of the tender is to provide a comprehensive solution for the provision, supply, installation, and removal of pneumatic rubber fenders at Transnet Port Terminals (TPT) Durban BBC - Agriport Terminal. The aim is to enhance vessel draft capabilities from 9.3 meters to 11.5 meters, thereby increasing throughput from 42,000 to 55,000 tons per vessel call. Additionally, the tender seeks to establish a partnership with a qualified service provider to support operational efficiency, safety, environmental commitments, and continuous improvement initiatives.

Scope

The scope includes:

• Provision of pneumatic rubber fenders as and when required at Maydon Wharf Berth 08 for a period of 12 months.
• Installation and removal of fenders along the hull of ships using specified rigging methods.
• Ensuring safety and compliance with all relevant regulations and standards.
• Providing technical support, experience, warranties, and documentation demonstrating ownership or lease of fenders.
• Adhering to environmental policies related to waste disposal, recycling, and energy conservation.
• Participating in ongoing safety, quality, and performance monitoring activities.

Technical Requirements

The technical specifications include:

• Installation of pneumatic rubber fenders suitable for ship hulls, rigged in continuous strings or pairs, with procedures outlined in detailed figures.
• Use of qualified marine fender installation specialists and trade-tested welders, with proof of certification (e.g., SAQA certificates, trade test certificates).
• Documentation demonstrating ownership or lease of fenders, including deeds, invoices, lease agreements, and warranties of at least 6 months.
• Provision of comprehensive warranties or guarantees, with minimum warranty periods of 6 months, and evidence thereof.
• Compliance with safety, health, and environmental standards, including submission of safety files and adherence to regulations.
• Experience in similar projects within the last 5 years, supported by purchase orders, reference letters, and project descriptions.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in marine fender installation and related services over the past 5 years.
• Qualified personnel, including a marine fender installation specialist with relevant SAQA certification, a trade-tested welder, and a supervisor with at least 3 years’ experience.
• Technical competence supported by certificates, project references, and detailed CVs.
• Ability to provide documentation of ownership or lease of fenders, warranties, and compliance with safety standards.
• Capacity to participate in continuous improvement initiatives and environmental commitments.
• Effective communication and reporting skills for project management and safety compliance.
