Objectives

The primary objective of the tender is to procure the supply, installation, and commissioning of a 3kV DC 6MVA traction transformer at Hamelfontein substation, ensuring compliance with environmental standards, minimizing environmental impact, and promoting sustainable construction practices.

Scope

The scope includes:

• Delivery of a 3kV DC traction transformer (6MVA, 12-pulse) and associated components.
• Design, manufacture, supply, and installation of the transformer and a 6MW, 12-pulse rectifier unit at Hamelfontein substation.
• On-site testing, commissioning, dismantling, and transportation of faulty equipment.
• Provision of auxiliary systems, including current transformers, bushings, radiators, fittings, and protective devices.
• Compliance with environmental management, safety, and quality standards throughout the project lifecycle.

Technical Requirements

The technical specifications include:

• Transformer designed for outdoor use, oil natural air natural cooling, complying with SANS 60076-1.
• Temperature rise not exceeding 65°C under continuous full load.
• Voltage ratio with 5 tap positions, ±2.5% and ±5%, with manual off-load tap changers.
• Impedance not less than 8%, with high mechanical strength to withstand fault conditions.
• Insulation levels and dielectric strength per SANS standards, with fully insulated windings.
• Provision for a tertiary winding (50kVA, 400V) for auxiliary transformers.
• Corrosion protection, painting, and galvanization as per specifications.
• Type and routine testing, including type certificates, temperature rise, insulation resistance, and sound level measurements.
• Proper installation, commissioning, and handover procedures, including environmental and safety compliance.

Skills and Skills Requirements

The tender requires the following skills and qualifications:

• Electrical engineering qualifications: Degree or National Diploma in Electrical Engineering, registered with ECSA and SACPCMP.
• Experience in designing, manufacturing, and testing traction transformers and rectifiers, with proven track record in similar projects (minimum of five comparable projects for maximum scoring).
• Technical expertise in transformer construction, insulation, cooling systems, and protective devices.
• Environmental management skills, including the ability to develop and implement Environmental Management Plans (EMP) and conduct environmental risk assessments.
• Health and safety management skills, including compliance with occupational health and safety regulations, hazard identification, and incident management.
• Project management skills: ability to prepare work plans, schedules, and conduct quality assurance and control.
• Certification and documentation: Valid CVs, proof of qualifications, and experience of key personnel.
• Ability to develop and execute environmental and safety method statements, conduct inspections, and maintain records.
