Objectives

The primary objective of this tender is to appoint a service provider for the supply and delivery of forestry enterprise development support equipment for the 2025/2026 period. The initiative aims to support forestry enterprises, promote economic upliftment, job creation, and sustainable land use within rural communities, with a focus on empowering previously disadvantaged groups.

Scope

The scope includes the procurement, supply, and delivery of various forestry equipment as specified in the Bill of Quantities, which encompasses:

• Heavy-duty petrol chainsaws
• Petrol brush cutters
• Cane knives and garden tools
• Grass slashers
• Hand tools such as pick heads, hoes, and handles
• Drip torches, knapsack sprayers, and brushcut knives
• Timber grapples and other forestry support equipment

The equipment must meet specified technical standards, be delivered within 14 days of award, and adhere to the detailed technical specifications provided in the tender documents.

Technical Requirements

The technical requirements include:

• Equipment specifications as per the Bill of Quantities, including engine capacities, dimensions, and warranty periods (typically 6 to 12 months).
• Suppliers must provide detailed quotations aligned with the Bill of Quantities from actual manufacturers or suppliers not older than 3 months, in the name of the bidder.
• All equipment must meet minimum quality standards, be new, unused, and incorporate recent design improvements.
• Delivery must be completed within 14 days after the final award, with penalties for late delivery (5% per day of the total outstanding quantities).
• Prices must be fixed, inclusive of VAT, and valid for 90 days.
• All products will be tested before payment; non-compliance with specifications will result in rejection.

Skills and Qualifications Requirements

Applicants must demonstrate:

• Relevant experience in supplying forestry or related equipment, supported by recent references and project details.
• Ability to provide detailed quotations from reputable manufacturers or suppliers.
• Compliance with technical specifications and quality standards.
• Capacity to deliver within the stipulated timeframe and adhere to contractual obligations.
• Provision of all mandatory documentation, including completed MBD forms, municipal accounts or affidavits, B-BBEE certificates or sworn affidavits, and proof of company registration and tax compliance.

Additional Requirements

Bidder must also meet preference goals related to ownership, RDP, and location within the Harry Gwala District or KwaZulu-Natal province, supported by verified documentation such as CSD reports, municipal accounts, lease agreements, or affidavits.
