Objectives

The primary objective of this tender is to select a service provider capable of leasing, designing, supplying, installing, and managing a 6m x 4m digital freestanding billboard for a 12-month contract. The project aims to enhance municipal communication and public participation through digital advertising, leveraging high-traffic strategic locations such as Umzimkhulu Park and the CBD to maximize outreach.

Scope

The scope includes:

• Leasing land for the installation of digital billboards (notably at Umzimkhulu Park and strategic town intersections).
• Design, supply, and installation of weatherproof, vandal-resistant LED digital screens (P6 or better resolution).
• Management of the digital billboard, including content display and maintenance over a 12-month period.
• Provision of a lease offer for a period of 5 years for the site at Umzimkhulu Park, with the infrastructure to be donated to the municipality upon contract expiry.
• Adherence to specified technical features, safety standards, and outdoor advertising principles.

Technical Requirements

The technical specifications for the digital billboard include:

• Outdoor full-color LED display (SMD/3-in-1) P6 or better (preferably P5 for sharper resolution).
• Freestanding steel structure with concrete base.
• Smart ventilation with automatic fans; rear or front serviceable cabinet for maintenance.
• Operational temperature range: -20°C to +60°C; Humidity: 10% - 90% RH (non-condensing).
• Compliance with CE, ROHS, IEC standards.
• Features such as CCTV integration (optional), electrical and network connection, configuration, and testing.
• Weatherproof, vandal-resistant, suitable for 24/7 operation.
• Warranty and support services from the provider.

Skills and Qualifications Requirements

The service provider must demonstrate:

• Relevant experience with at least 4 completed digital billboard projects, including development and maintenance of websites or branding projects (minimum 20 points).
• Methodology outlining project execution within four months, including risk management and maintenance approach (up to 10 points).
• Qualified personnel with at least 5 years of work experience in web design, software development, or related fields, supported by certified copies of qualifications (up to 10 points).
• Qualifications in project management (Diploma/Degree/Certification), with at least 5 years of relevant experience (up to 10 points).
• Team members involved must possess the necessary expertise, and all team members' participation is mandatory.

A minimum score of 50% per segment is required for responsiveness, and overall evaluation considers functionality, experience, methodology, and qualifications.
