Summary of Objectives, Scope, Technical Requirements and Skills for the Tender

Objectives

The primary objective of this tender is to refurbish the Harper Wastewater Treatment Works (WWTW) and Pump Station to meet specified standards, ensure operational efficiency, safety, and environmental compliance. The project aims to upgrade existing infrastructure, improve treatment capacity, and ensure sustainable operation aligned with municipal and environmental regulations.

Scope of Work

• Refurbishment of mechanical, civil, and electrical components of the wastewater treatment plant and pump station.
• Replacement and installation of rotating biological contactors (RBCs), pumps, and associated equipment.
• Construction of new structures including staff accommodation, guard house, and fencing.
• Installation of electrical systems including motor control centers, lighting, and instrumentation.
• Provision of safety, health, and environmental management measures throughout construction.
• Implementation of water, sewage, and stormwater management systems.
• Ensuring compliance with environmental legislation, safety standards, and community participation requirements.

Technical Requirements

• Use of approved materials complying with SABS, BS, ISO standards, and municipal specifications.
• Design and supply of structural steel, concrete, piping, and electrical systems as per detailed drawings and specifications.
• Installation of corrosion protection systems including galvanizing, epoxy coatings, and protective paints.
• Mechanical equipment such as pumps, mixers, and valves to meet specified performance, durability, and safety standards.
• Electrical systems including MCC, VSDs, control panels, and instrumentation to ensure reliable operation and control.
• Implementation of health and safety measures, including hazard assessments, PPE, signage, and emergency procedures.
• Environmental management including waste disposal, site rehabilitation, and pollution control measures.
• Provision for testing, commissioning, and operational training of staff.

Skills and Competency Requirements

• Management and supervisory staff with relevant qualifications and experience in wastewater treatment and civil construction.
• Management and supervisory personnel with NQF Level 4 or 5 qualifications in civil, mechanical, or electrical engineering.
• Technical staff with experience in installation, commissioning, and maintenance of mechanical and electrical systems.
• Health and safety officers with certification and experience in construction safety management, hazard assessments, and emergency procedures.
• Environmental officers with knowledge of environmental legislation, impact mitigation, and site rehabilitation.
• Skilled artisans and operators trained in the handling of specialized equipment such as RBCs, pumps, and control systems.
• Experience in working with approved standards (SABS, BS, ISO) and in implementing safety and environmental management plans.
• Ability to prepare detailed technical documentation, method statements, and safety plans.
