Objectives

The primary objective of the tender is to implement the Harry Gwala Ecosystem Restoration Program over a 36-month period. The program aims to restore ecological integrity by controlling invasive alien plants, creating green jobs, and developing local skills. It also seeks to support biodiversity conservation in accordance with national legislation, promote economic development through employment and training, and ensure sustainable management of natural resources within the Roosfontein Nature Reserve and other identified sites.

Scope

The scope of work involves invasive alien plant control within the Roosfontein Nature Reserve, covering blocks 3, 4, 5, 6, 7, 8, 9, 10, and 14, with potential expansion to additional sites identified by the Biodiversity Management Department. Control methods include manual, mechanical, and chemical techniques aligned with environmental standards. The contractor will be responsible for ongoing maintenance, monitoring, reporting, community engagement, and employment of local residents. Specific invasive species such as Paraffin Weed, Pearl Acacia, Indian Laurel, Syringa, Lantana, and Bugweed, along with other encountered invasive plants, must be managed.

Technical Requirements

• Implementation of invasive alien plant control using approved manual, mechanical, and chemical methods.
• Regular monitoring, reporting, and mapping of cleared areas and densities.
• Identification and reporting of emerging weed species.
• Use of herbicides with adherence to Best Environmental Practices (BEP) guidelines.
• Provision of trained personnel in invasive plant identification, herbicide handling, biodiversity principles, health and safety, and community engagement.
• Provision of necessary equipment including vehicles (owned or leased), tools, PPE, and herbicides.
• Community engagement, employment of local residents, and reporting on social and economic impacts.
• Compliance with environmental legislation and municipal standards.

Skills Requirements

• Project Management: Experience in managing invasive alien plant control projects, with a designated Project Manager holding relevant environmental qualifications and 4-8 years of experience.
• Site Supervisors: At least two Site Managers with environmental qualifications and 2-5 years of experience in invasive plant control and project supervision.
• Operational Staff: Skilled and unskilled laborers trained in herbicide application, invasive species identification, and safety procedures.
• Administrative Staff: Personnel with experience in office administration, reporting, and data management.
• Technical Expertise: Knowledgeable personnel in herbicide use, environmental monitoring, and community engagement strategies.
• Community Engagement: Ability to liaise with local communities, traditional leaders, and stakeholders, and to promote local employment and training initiatives.
