Tender Summary: Supply and Installation of 01 High Mast Light

Objectives

Appoint a qualified service provider to supply and install one 30-meter high mast light in Hlohlokwe Village, Maruleng Local Municipality. The project prioritizes public infrastructure delivery while strictly adhering to Expanded Public Works Programme (EPWP) guidelines, mandating labour-intensive construction methods to generate local employment and skills development.

Scope of Work

The contractor will execute the complete civil, structural, and electrical installation of the lighting system, including:

• Site & Civil Works: Site establishment, clearing, excavation for foundations, concrete casting, formwork, and steel reinforcement placement.
• Mast & Lighting: Supply of a 30m hot-dip galvanized pole, hoisting mast, base plate, nine-way bracket, lighting spike, internal cabling, photocell, and 400W LED floodlights.
• Electrical Infrastructure: Full electrical reticulation, installation of a 16 kVA transformer to national utility standards, grid connection applications, earthing systems, and acceptance testing.
• Operations & Compliance: Provision of servicing equipment, implementation of health and safety and environmental management plans, traffic accommodation, and community liaison via a Project Steering Committee.

Technical Requirements

Bidders must satisfy rigorous regulatory, financial, and operational thresholds:

• Grading & Registration: Mandatory Construction Industry Development Board (CIDB) grading of 2 Engineering Plant or higher. Valid Central Supplier Database registration, SARS Tax Compliance PIN, and COIDA good standing are compulsory.
• Standards & Specifications: Works must comply with relevant South African National Standards for targeted procurement, construction management, and labour-intensive earthworks, alongside Council for Local Traffic Officers (COLTO) road and bridge specifications.
• Financial & Functional Thresholds: A minimum functionality score of seventy out of one hundred points is required. Evaluation weighs company experience (five completed electrical projects exceeding R1.5 million), financial capacity (bank rating proof), and available plant. Bidders must not be in business rescue or liquidation.
• Plant Requirements: Ownership or firm hire agreements for a track loader backhoe, 8-ton load and transport truck, light duty vehicle, and compactor are mandatory.
• Administrative Compliance: Strict adherence to municipal bidding rules, including mandatory attendance at a compulsory clarification meeting, submission of all prescribed municipal bidding documents, and signed declarations regarding interest, collusion, and past supply chain practices.

Skills & Personnel Requirements

The project demands specialized supervisory expertise and structured labour deployment:

• Key Management Staff: Permanent, unencumbered personnel dedicated full-time to the project are required. This includes a Contract Manager and Construction Manager (civil engineering or project management degrees, registered with professional councils, ten years' experience) and a Health and Safety Officer (registered with SACPCMP, five years' experience).
• EPWP Labour Deployment: Ten percent of the contract value must fund local labour, prioritizing unemployed residents. Employment must follow national labour legislation for time-rated or task-rated workers.
• Training Obligations: Contractors must provide formal skills training aligned with EPWP mandates. Workers employed for three months or less require six days of training; those employed longer require ten days. Training covers basic construction techniques and site safety.
• Community Liaison: Proactive engagement with local communities through the Project Steering Committee and ward councillor is mandatory to ensure transparency and resolve disputes efficiently.
