Objectives

The primary objective of this tender is to procure suitable office accommodation for the Department of Public Works & Infrastructure on behalf of the Department of Sport, Arts and Culture in Umkhanyakude District Office – Hluhluwe. The office space should be approximately 426m² plus 25% non-assignable space, totaling around 532.5m², with 35 secure parking bays, for a lease period of five years.

Scope

• Provision of office accommodation of approximately 532.5m², including non-assignable space.
• Provision of 35 secure parking bays (5 lockup, 15 undercover, 14 open, and 1 for persons with disabilities).
• Compliance with technical, legislative, and municipal requirements for office buildings.
• Potential refurbishment or existing building occupation, subject to compliance and approval.
• Provision of support services including security, water harvesting, and backup power.
• Adherence to zoning, fire safety, disability access, and municipal regulations.

Technical Requirements

• Building must measure at least 426m² plus 25% non-assignable space, measured according to SAPOA standards.
• Contiguous floors with separate entrances and egress, if in a shared building.
• Provision of space planning layout signed off by a registered architect, including emergency and evacuation routes.
• Parking plan indicating availability of 35 bays, with specific requirements for disability access within 50m of the entrance.
• Support services: backup power (100%), security guard house, grey water harvesting, fire compliance, and fire department certification.
• Zoning must be either Commercial, Office, or Public Building, verified by a Town Planning Certificate.
• Maintenance plan covering structural, mechanical, electrical, plumbing, and finishes, with planned and unplanned maintenance schedules.
• Building must be within 2km radius of Hluhluwe main taxi rank.
• Building must comply with all legislative mandates for disability access and safety standards.

Skills and Skills Requirements

• Bidder must demonstrate compliance with supply chain management and administrative procedures.
• Bidder must provide proof of property ownership or authority (power of attorney, sale agreement, or deed).
• Architectural and space planning expertise, including signed layouts and evacuation plans.
• Experience in parking planning and municipal compliance.
• Capability to provide and implement building support services such as backup power, security, and water harvesting.
• Knowledge of legislative and municipal building regulations, fire safety, disability access, and zoning laws.
• Experience in maintenance planning, refurbishment, and compliance certification.
• Ability to coordinate with municipal authorities for permits, fire compliance, and zoning verification.
