Objectives

The primary objective of this tender is to procure the hire of various buses to meet the transportation needs of the City of Cape Town over a contract period of 36 months. The aim is to secure reliable, roadworthy, and compliant bus services through a competitive bidding process, ensuring efficient transportation services aligned with municipal requirements.

Scope

The scope encompasses the supply and hire of a range of buses with specified seating capacities, including the provision of drivers, maintenance, replacement vehicles, and related services. It covers:

• Provision of buses across various categories (17-22 seater, 23-29 seater, up to 85 seater coaches)
• Operational requirements such as pick-up/drop-off locations, trip reporting, and service delivery standards
• Vehicle replacement, maintenance, and compliance with legal and safety standards
• Insurance, safety, and driver management in accordance with relevant legislation
• Contract management, performance monitoring, and reporting obligations

Technical Requirements

The technical specifications include:

• Vehicles must be licensed and registered in accordance with the National Road Transport Act and other relevant legislation
• Maximum vehicle age limits: 7 years for buses up to 29 seats; 15 years for larger buses and coaches
• Vehicles must be roadworthy, properly maintained, and equipped with valid licenses and permits
• Drivers must hold valid driver’s licenses and Professional Driver Permits (PrDP), and adhere to road safety regulations
• Vehicles must meet safety standards, including insurance coverage, and be available for inspection and testing
• Provision of replacement vehicles within specified timeframes in case of breakdowns or defects
• Compliance with Occupational Health and Safety Act and related safety protocols

Skills and Skills-Related Requirements

The tenderer must demonstrate:

• Professional and technical competence in operating and maintaining fleet vehicles
• Qualified and experienced drivers with valid licenses and PrDPs
• Capacity to manage vehicle maintenance, safety, and compliance requirements
• Ability to provide timely reporting, trip logs, and service delivery documentation
• Financial stability and capacity to sustain operational requirements for the contract duration
• Knowledge of relevant legislation, safety standards, and best practices in fleet management
• Experience in similar transportation contracts, preferably with municipal or government entities
