Technical Requirements

• Contractor Grading: Tenderers must possess a CIDB contractor grading of 1GB or higher.
• Supplier Registration: Tenderers must be registered on an approved status on the Central Supplier Database (CSD).
• Certification: Tenderers must be able to provide a valid CIDB certificate.
• Clarification Meeting: Attendance at a compulsory clarification meeting is mandatory. The meeting will be held at the Procurement Section, Air Force Base Langebaanweg, on 03 November 2026, starting at 13h45.
• Submission Compliance: Tenders must strictly follow requirements for sealing, addressing, and delivery. Only official tender documentation may be used. Late tenders will not be accepted.
• Closing Deadline: Tenders must be received by 11h00 on Tuesday, 10 November 2026.

Skills Requirements

Based on the technical grading and scope, the contractor must demonstrate:

• General Building Capability: Operational competence to execute building works consistent with a 1GB grading level, including resource allocation and project management.

• Regulatory Compliance: Ability to maintain active registration on government databases and produce required certification documents.

Glossary of Terms

CIDB Grading (1GB)

A classification system administered by the Construction Industry Development Board in South Africa. "GB" refers to General Building works. Grade "1" is the entry-level grading, indicating the contractor's minimum estimated turnover capacity. A requirement of 1GB or higher ensures the contractor has the baseline financial and operational capacity to undertake the project.

CSD

Central Supplier Database. The official government repository for all suppliers conducting business with public entities. Approved status confirms the supplier meets basic eligibility and verification criteria.

Warped/Detached Ceiling

Describes a structural condition where ceiling materials have deformed or lost adhesion due to factors such as moisture, age, or impact. This condition poses safety risks and requires immediate professional intervention.
