Objectives

The primary objective of this tender is to identify organisations with the capacity to design and implement economic sector development programmes in Cape Town. These programmes aim to support inclusive economic growth, create sustainable jobs, strengthen competitiveness, attract investment, and support enterprise development across priority sectors such as green economy, ICT, biotechnology, aerospace, and others. The overarching goal is to enable the city to grow its economy and broaden participation for all residents.

Scope

The scope includes:

• Partnering with capable organisations to design and deliver sector development initiatives that enhance competitiveness, innovation, and resilience.
• Implementing programmes that support skills development, enterprise support, trade and investment promotion, market intelligence, and stakeholder engagement platforms.
• Focusing on sectors such as green economy, food and beverages, BPO, textiles, creative industries, ICT, blue economy, biotech, pharmaceuticals, and aerospace.
• Embedding innovation and sustainability practices, improving export readiness, supporting technology sector growth, and strengthening long-term sector resilience.
• Ensuring programmes are coordinated, transparent, impactful, and aligned with the City’s IDP and IEGS frameworks.

Technical Requirements

Respondents must demonstrate their capacity through:

• Providing detailed information on their organisation’s background, partnerships, and networks.
• Presenting their programme and service portfolio, including case studies, evidence of results, and impact.
• Describing their programme lifecycle management, including piloting, monitoring, evaluation, and scaling processes.
• Outlining governance and risk management mechanisms to ensure transparency and accountability.
• Providing references from previous sector development programmes, including contact details and outcomes achieved.
• Sharing their capacity to deliver in South Africa and internationally, with relevant partnership details and lessons learned.

Skills Requirements

The ideal respondent should possess:

• Strong experience in designing and implementing economic sector development programmes.
• Proven ability to collaborate with public sector, private sector, philanthropic, and multilateral partners.
• Expertise in skills development, innovation facilitation, market access, and enterprise support.
• Capability to demonstrate measurable developmental impacts and sustainable outcomes.
• Effective programme governance, risk management, and reporting skills.
• Capacity to adapt programmes to evolving sector needs and incorporate innovative approaches.
