Objectives

The primary objective of this tender is to select a qualified service provider to deliver short-term insurance and risk management solutions for Bela-Bela Local Municipality over a period of 36 months. The successful bidder will be responsible for providing comprehensive insurance coverage for municipal assets across various classes, ensuring risk mitigation and compliance with relevant legislative and policy frameworks.

Scope

The scope of work includes the provision of short-term insurance and risk solutions covering:

• Buildings (combined)
• Office contents
• Business all risks
• Theft and Money
• Commercial Crime
• Electronic equipment
• Motor Fleet
• Public and Employees Liability
• Contractors All Risk
• Business Interruption
• Glass and Accidental Damage
• Group Personal Accident
• Machinery Breakdown
• SASRIA cover for Councillors and other specified risks

The contract duration is 36 months, with the possibility of signing a Service Level Agreement upon award.

Technical Requirements

The technical requirements include:

• Provision of comprehensive insurance coverage for specified asset classes
• Adherence to minimum compliance and functionality evaluation criteria
• Submission of relevant experience, key personnel CVs, and qualifications
• Provision of proof of registration with relevant regulatory bodies (e.g., FSB, FIA)
• Completion of all prescribed forms, including the Pricing Schedule, Declaration of Past Supply Chain Practices, and Preference Points Claim Form
• Implementation of risk management strategies aligned with municipal needs
• Signing of a Service Level Agreement post-contract award

Skills Requirements

The tender specifies the following skills and expertise requirements for the service provider and key personnel:

• Company Experience: Proven track record with at least 2-5 similar insurance and risk management projects, supported by appointment letters and references.
• Project Manager:
  • Qualification: NQF Level 7 or above in Insurance and Risk Management
  • Experience: Minimum 10 years in insurance and risk management
  • Responsibilities: Overseeing project implementation and client liaison
• Claims Manager:
  • Qualification: NQF Level 7 or above in relevant field
  • Experience: Minimum 6 years in insurance claims management
• Underwriting Managers:
  • Qualification: NQF Level 6 or above in Insurance and Risk Management
  • Experience: Minimum 6 years in underwriting
• Additional Skills: Strong understanding of municipal risk profiles, regulatory compliance, and ability to provide tailored risk solutions.

All key personnel must submit CVs, certified copies of identity documents, and relevant qualifications. Foreign qualifications must be evaluated by SAQA.
