Objectives

The primary objective of this tender is to appoint a qualified service provider to supply reliable, high-speed, business-grade internet services for a period of 3 years to Dr Nkosazana Dlamini Zuma Municipality, covering approximately 250 users across multiple sites. The service aims to ensure continuous, unshaped, uncapped internet connectivity with backup solutions, supporting VPN, content filtering, firewall capabilities, and network monitoring to enhance ICT operations and service delivery.

Scope

The scope includes:

• Provision of dedicated internet access with minimum speeds of 100 Mbps upload/download at the main office and specified speeds at other sites.
• Installation and support of internet infrastructure, including routers, firewalls, content filtering, and network boosters.
• Implementation of a secondary failover link (VSAT/3G/4G/LTE) with sufficient data capacity.
• Interlinking all sites into a WLAN and establishing VPN configurations.
• Provision of 10 public IP addresses, monitoring tools, and management access.
• Full support, maintenance, and technical support, including training ICT staff on firewall and network management.
• Adherence to specified uptime guarantees (≥99%) and response times (within 30 minutes).

Technical Requirements

The technical specifications include:

• Unshaped, uncapped, dedicated internet connectivity with high availability and backup solutions.
• Minimum internet speed of 100 Mbps at the main office; site-specific speeds as specified.
• Support for content filtering, firewall capabilities, VPN traffic, and monitoring tools.
• Provision of a secondary failover link (VSAT/3G/4G/LTE) always loaded with sufficient data.
• Installation and support of internet infrastructure, network boosters, and inter-site WLAN.
• Provision of 10 public IP addresses.
• Guaranteed uptime of ≥99% with response times within 30 minutes for issues.
• Technical support, training, and skills transfer to ICT staff.

Skills and Experience Requirements

The service provider must demonstrate:

• Over 10 years of experience providing internet services with at least 3 traceable references.
• Qualified ICT personnel, including staff with degrees in ICT or equivalent and CCNA or similar networking certifications.
• Methodology that clearly outlines project delivery, implementation, and monitoring plans.
• Ability to provide ad-hoc technical support, firewall administration, and skills transfer to the municipality’s ICT team.
