Jozini Local Municipality – Jozini Town and Mkuze Streetlights Project

Objectives

The primary objective is to appoint a qualified contractor to deliver public infrastructure upgrades within the Jozini Local Municipality jurisdiction. The project aims to enhance road safety, improve public security, and modernise municipal operations through the installation of street lighting, surveillance systems, traffic signals, and digital infrastructure. The municipality also seeks to advance socio-economic transformation by applying statutory preferential procurement criteria.

Scope of Work

• Supply, installation, and commissioning of streetlighting systems across designated zones in Jozini Town and Mkuze.
• Deployment of integrated surveillance and CCTV networks for municipal security monitoring.
• Installation and testing of traffic light systems at priority intersections.
• Construction and integration of supporting digital infrastructure to enable smart municipal connectivity.
• All associated civil, structural, electrical, and testing works required for full operational handover.

Technical Requirements

• CIDB Grading: Contractors must hold a Construction Industry Development Board grading of 5EP or higher. Joint ventures are acceptable if the combined grading meets or exceeds the specified threshold.
• Registration & Compliance: Valid Central Supplier Database (CSD) registration and proof of municipal rates payment not older than three months.
• Evaluation Threshold: Bids will be assessed for responsiveness and functionality, requiring a minimum score of 70%. Pricing and transformation goals will follow the 80/20 scoring model.
• Tender Validity: All submissions must remain binding for 90 days from the closing date.
• Submission Protocol: Only physical tenders deposited in the official municipal tender box before the deadline will be accepted; electronic, email, or fax submissions are invalid.
