Tender Summary

Tender Summary: Justice: Durban Magistrate Court

Objectives

The primary objective is to appoint a competent contractor to deliver professional servicing and maintenance for fire protection infrastructure at the Durban Magistrate Court. The project aims to guarantee the operational reliability, regulatory compliance, and safety of critical fire suppression and detection systems throughout the contract period.

Scope of Work

  • Comprehensive servicing and maintenance of fire sprinkler systems.
  • Comprehensive servicing and maintenance of fire detection systems.
  • Mandatory pre-tender physical site inspection, requiring the completion and joint signing of an Inspection Site Form with designated facility representatives.

Bidders who do not conduct the physical inspection and submit the co-signed form will be automatically disqualified from further evaluation.

Technical Requirements

  • Contractor Grading: Must meet or exceed a CIDB grading of 1SF.
  • Pricing Format: Submission of the SBD 3.1 Pricing Schedule utilising a firm price model for purchases.
  • Site Verification: Strict adherence to the Inspection Site Form requirement, signed by both the bidder and a facility representative.

Terminology Explanation: The CIDB 1SF grading is a specialised classification within South Africa's construction industry framework, indicating verified capability to execute fire-related and complex mechanical engineering works. The SBD 3.1 is a standard government procurement form used to declare fixed, non-negotiable pricing for goods and materials. The Inspection Site Form is a mandatory compliance document ensuring bidders have physically assessed existing installations and site conditions before submitting financial proposals.

Skills and Personnel Requirements

  • Contractors must employ qualified artisans or technicians with demonstrated competence in the mechanical field.
  • A minimum of two (2) artisans or technicians must hold valid certification from the SAQCC specifically for gas on fire and/or air conditioning.
  • All certification cards or certificates must be current, clearly legible, and verifiable through official regulatory channels.

Terminology Explanation: SAQCC certification refers to credentials issued by the South African Quality Control Council for Gas, the statutory body responsible for licensing and regulating practitioners who handle refrigerant gases, fire suppression agents, and associated mechanical systems. Possession of these certifications is legally required to perform safe and compliant work on pressurised fire protection equipment. Failure to submit valid SAQCC credentials will result in the bid being declared non-responsive.

Additional Compliance Notes

  • Preference points are exclusively awarded to contractors holding a CIDB grading of 1SF or higher.
  • Tenders must strictly follow the prescribed submission, sealing, and addressing protocols detailed in the official tender documentation.
  • Late submissions or electronically emailed tenders will be rejected outright.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
