Objectives

The primary objectives of the tender are to:

• Ensure all learners and teachers have acceptable toilets to use by constructing new facilities and rehabilitating existing ones.
• Reduce the risk of HIV/AIDS transmission among construction workers and the local community through awareness, condom distribution, testing, and support programs.
• Promote early diagnosis and access to care and counseling for affected individuals.

Scope

The scope of work includes:

• Construction of three new toilet blocks and demolition of existing toilet facilities within Khanyisa Secondary School premises.
• Provision of temporary works, site management, and safety measures in accordance with occupational health and safety legislation.
• Implementation of HIV/AIDS awareness, condom distribution, testing, counseling, and support programs for construction workers and the local community.
• Installation of water supply systems, including tanks, piping, and associated plumbing works.
• Execution of earthworks, masonry, concrete, roofing, carpentry, metalwork, plastering, waterproofing, tiling, painting, electrical, and other related works as detailed in the scope of works.
• Provision of site facilities, signage, safety measures, and environmental management as per specifications.

Technical Requirements

The technical requirements encompass:

• Adherence to South African National Standards (SANS) and relevant construction standards, including SANS 10403, SANS 1921-1, SANS 4074, SANS 5859, and others specified.
• Use of approved materials, including proprietary products, approved face bricks, roofing systems, waterproofing membranes, and plumbing fixtures.
• Implementation of earthworks, concrete, masonry, roofing, carpentry, metalwork, plastering, waterproofing, tiling, and painting in accordance with specified standards and approved samples.
• Compliance with health, safety, and environmental legislation, including the Occupational Health and Safety Act (Act 85 of 1993).
• Provision of necessary testing, certification, and documentation, including soil testing, concrete cube tests, waterproofing certificates, electrical compliance, and HIV/AIDS awareness reports.
• Installation of electrical systems, including distribution boards, wiring, lighting, and lightning protection, in accordance with SANS 10142 and relevant regulations.
• Implementation of HIV/AIDS awareness and prevention programs, condom distribution, testing, counseling, and reporting as per specifications.

Skills Requirements

The skills and qualifications required for tenderers and their personnel include:

• Registration and certification with relevant South African authorities, such as the CIDB (Construction Industry Development Board) and the Electrical Contracting Board.
• Experience in constructing sanitation facilities, earthworks, masonry, concrete, roofing, electrical installations, and plumbing works in accordance with SANS standards.
• Qualified personnel for specialized tasks, including:
• Certified engineers and technicians for structural, electrical, and plumbing works.
• Qualified health and safety officers to develop and implement safety plans.
• Trained HIV/AIDS awareness facilitators and counselors.
• Skilled masons, carpenters, roofers, and plasterers with proven experience in similar projects.
• Personnel must possess relevant trade qualifications, certifications, and experience in executing works to specified standards.
• Personnel involved in testing, certification, and environmental management should have appropriate accreditation and training.
