Objectives

The primary objective of this tender is to solicit qualified contractors to undertake the Water and Sanitation Phase 03 project at Sinenzuzo Primary School in Hammarsdale, eThekwini Region, KwaZulu-Natal. The aim is to ensure the successful delivery of water and sanitation infrastructure improvements within the specified contract period, adhering to quality, safety, and environmental standards.

Scope

The scope of work includes the construction, installation, and commissioning of water and sanitation facilities at Sinenzuzo Primary School as detailed in the Bills of Quantities and specifications. It encompasses site preparation, procurement of materials, electrical and plumbing works, health and safety compliance, and related activities necessary for the completion of Phase 03 of the Water and Sanitation Programme.

Technical Requirements

• Construction of water supply and sanitation infrastructure as per approved drawings and specifications.
• Compliance with the Standard Conditions of Tender and Contract Data.
• Provision of Electrical Contractor particulars and imported materials schedule where applicable.
• Implementation of Occupational Health, Safety, and Environmental (OHSE) plans, including baseline risk assessments and safety declarations.
• Adherence to HIV/AIDS awareness and compliance standards.
• Provision of site inspection certificates and attendance at compulsory briefing meetings.
• Submission of all returnable documents, including financial and technical declarations, and proof of registration and good standing with relevant authorities.
• Implementation of quality control, environmental management, and safety protocols throughout the project duration.

Skills Requirements

• Proven experience in water and sanitation infrastructure projects, with a minimum of two completed projects in the last five years within the CIDB grading of 3GB or higher.
• Qualified construction management personnel, including a Construction Manager or Site Agent with at least ten years of relevant experience on building projects of similar scope and complexity.
• Electrical and mechanical specialists with appropriate registration and experience, particularly for imported materials and electrical installations.
• Competent safety, health, and environmental officers capable of developing and implementing OHSE plans.
• Financial capacity demonstrated through recent audited financial statements and proof of working capital of at least 5% of the project value.
• Ability to provide certified proof of registration with CIDB, Central Suppliers Database, and proof of good standing with relevant authorities such as UIF and Compensation Commissioner.
• Effective communication skills in English, with the ability to prepare and submit all required documentation accurately and on time.
